Subject:Adopt a Resolution authorizing out-of-state travel December 5-8, 2016 for
one police lieutenant and one police sergeant to travel to Milwaukee,
Wisconsin and Columbus, Ohio for consultation on the purchase of a new
public safety command post vehicle.
Recommended Action
Adopt a Resolution authorizing out-of-state travel December 5-8, 2016 for one police lieutenant
and one police sergeant to travel to Milwaukee, Wisconsin and Columbus, Ohio for consultation
on the purchase of a new public safety command post vehicle.
Executive Summary
One Carlsbad Police Department Traffic Lieutenant and Traffic Sergeant will consult with LDV,
Incorporated in Milwaukee, Wisconsin and Farber Specialty Vehicles in Columbus, Ohio on the
construction of a new command post vehicle for the police and fire departments.
Discussion
The Carlsbad Police Department last purchased a command post vehicle in 2008 and the needs
of the police and fire departments warrant the purchase of an updated vehicle.
A public safety command post vehicle provides an office and resource-gathering location in a
mobile setting that can go almost anywhere on short notice.It allows for planning,
communications, and logistical support to be conducted on-site and close to the activity, and
provides a location that is out of public view and the elements.
A public safety command post can be used at planned events, such as checkpoints and the City's
special events,as well as at unplanned events such as large-scale collisions, hostage situations,
barricaded suspects, and human or manmade disasters.The public safety command post will
also provide a basic back-up Communications Center should the permanent center located at the
Safety Center become inoperable.
Fiscal Analysis
The cost for one police lieutenant and one police sergeant to travel to Milwaukee, Wisconsin and
Columbus,Ohio including flight,rental car,lodging,per diem and incidental expenses is
approximately $2,150.There are funds in the Police Department Fiscal Year 2016-17 budget to
cover these expenses.
Next Steps
If the Council approves out-of-state travel, the Carlsbad Police Department training coordinator
will book all travel related expenses.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,AUTHORIZING OUT-OF-STATE TRAVEL DECEMBER 5-8,2016
FOR ONE POLICE LIEUTENANT AND ONE POLICE SERGEANT TO TRAVEL TO
MILWAUKEE, WISCONSIN AND COLUMBUS, OHIO FOR CONSULTATION ON
THE PURCHASE OF A NEW PUBLIC SAFETY COMMAND POST VEHICLE.
WHEREAS,the City Council of the City of Carlsbad, California has determined that it is in the
public interest in the pursuit of public safety to authorize out-of-state travel for one police lieutenant
and one police sergeant; and
WHEREAS,travel and incidental expenses is approximately $2,150; and
WHEREAS,the fiscal impact will be absorbed with funds in the Fiscal Year 2016-17 police
budget; and
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That out-of-state travel from December 5-8,2016 is hereby authorized in accordance
with city policy for one police lieutenant and one police sergeant to travel to Milwaukee,
Wisconsin and Columbus, Ohio for consultation services on the purchase of a new public
safety command post vehicle.
PASSED,APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 29th day of November, 2016, by the following vote, to wit:
