Recommended Action Adopt a Resolution authorizing the City Manager to accept the FY2016-2017 State of California Office of Traffic Safety (OTS)Selective Traffic Enforcement Program (STEP)grant funds,and authorizing the Administrative Services Director to appropriate the funds for the program expenses. Executive Summary The Office of Traffic Safety distributes federal funding apportioned to California under the National Highway Safety Act and the Safe, Accountable and Flexible Efficiency Transportation Equity Act. Grants are used to mitigate traffic safety deficiencies, expand ongoing activity, or develop new programs. Grant funding cannot replace existing program expenditures, nor can traffic safety funds be used for program maintenance, research, rehabilitation or construction. The California Office of Traffic Safety's mission is to effectively and efficiently administer traffic safety grant funds to reduce traffic deaths, injuries, and economic losses as well as easing traffic congestion. The grant funding decisions by OTS is facilitated by several criteria which translate into rankings: victim and collision rankings,DUI arrest rankings, DUI collisions, bicycle safety and pedestrian safety.In addition, these rankings help identify emerging traffic safety problem areas. The rankings allow cities to compare themselves to other cities with similar-sized populations and help them identify their disproportionate traffic safety problem(s). The City of Carlsbad Police Department's 2016 award is $100,000.Best practice strategies will be conducted to reduce the number of persons killed and injured in traffic collisions involving impairment and other primary collision factors. The Police Department will use the grant to fund: •Personnel Costs for DUI checkpoint, DUI saturation patrols and targeted enforcement. •DUI checkpoint equipment to include traffic cones and pop-up tents. •Enforcement equipment to include electric flares, speed feedback signs and new radars. Discussion The Carlsbad Police Department does not receive funding from any other sources to conduct the types of enforcement specified in this grant application.Carlsbad Police Department has received grant funding from OTS in past years, specifically to conduct DUI checkpoints.In FY11, the department received $14,133 in reimbursements.Since then, Carlsbad Police Department has not receive any funding from OTS.The grant funds have helped improve safety and quality of life in the City of Carlsbad. Fiscal Analysis The total cost of listed expenditures is $100,000, which is fully reimbursable by the Office of Traffic Safety grant award. There are no ongoing expenses associated with the purchases. Next Steps If the City Council adopts the Resolution, the California Office of Traffic Safety will fully reimburse up to $100,000 of the aforementioned costs to the City of Carlsbad. Environmental Evaluation ICEQAI Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. These top three collision factors were responsible for four of our seven fatalities.Another collision factor to note is two pedestrian related fatal crashes. One of these pedestrian fatalities was the result of a distracted driver, who drove up onto the sidewalk and killed a runner. Carlsbad has experienced a significant increase in fatalities with seven in 2014, up from just one in 2013 and two in 2012.Carlsbad's population is growing, and the city is also a popular tourist destination. Additionally, Carlsbad has a growing daytime population with many new businesses opening in the city.In the 2015 resident survey conducted by the City of Carlsbad, managing traffic congestion was ranked as extremely important by 96 percent of those surveyed. The Carlsbad Police Department seeks to address three specific traffic safety areas in this grant request — distracted driving, pedestrian and bicycle safety, and driving under the influence.Each ofthese traffic safety issues resulted in traffic fatalities in Carlsbad in 2014. OTS-38b (Rev. 4/16) 1 GRANTS MADE EASY -STEP CARLSBAD SCHEDULE A GRANT DESCRIPTION GRANT NO.PT1720 PAGE 4 3.METHOD OF PROCEDURE A.Phase 1 -Program Preparation, Training and Implementation (1st Quarter of Grant Year) •The depai talent should develop operational plans to implement the "best practice" strategies outlined in the objectives section. •All training should be conducted this quarter. •All grant-related purchases should be made this quarter. •In order to develop/maintain the "HOT Sheets," research will be conducted to identify the "worst-of- the-worst" repeat DUI offenders with a suspended or revoked license as a result of DUI convictions. The HOT Sheets may include the driver's name, last known address, DOB, description, current license status, and the number of times suspended or revoked for DUI. HOT Sheets should be updated and distributed to traffic and patrol officers at least monthly. •Implementation of the STEP grant activities will be accomplished by deploying personnel at high collision locations. B.Phase 2 -Program Operations (Throughout Grant Year) •The department will work to create media opportunities throughout the grant period to call attention to the innovative program strategies and outcomes. Media Requirements •Submit all grant-related activity press releases, media advisories, alerts and general public materials to the OTS Public Information Officer (PIO)at pio@ots.ca.gov,with a copy to your OTS Coordinator. a)If an OTS template-based press release is used, the OTS PIO and Coordinator should be copied when the release is distributed to the press.If an OTS template is not used, or is substantially changed, a draft press release shall be sent to the OTS PIO for approval. Optimum lead time would be 10-20 days prior to the release date to ensure adequate turn-around time. b)Press releases reporting the results of grant activities such as enforcement operations are exempt from the recommended advance approval process, but still should be copied to the OTS PIO and Coordinator when the release is distributed to the press. c)Activities such as warrant service operations and court stings that could be compromised by advanced publicity are exempt from pre-publicity, but are encouraged to offer embargoed media coverage and to report the results. C.Phase 3 —Data Collection & Reporting (Throughout Grant Year) •Agencies are required to collect and report quarterly, appropriate data that supports the progress of goals and objectives. •Statistical data relating to the grant goals and objectives will be collected, analyzed, and incorporated in Quarterly Perfounance Reports (QPRs). QPRs for the quarter ending September 30 will include year-to-date comparisons of goals and objectives.If required,a separate quarterly data reporting farm will be completed each quarter and submitted as part ofthe QPR. •Reports will compare actual grant accomplishments with the planned accomplishments.They will include information concerning changes made by the Grant Director in planning and guiding the grant efforts. •Reports shall be completed and submitted in accordance with OTS requirements as specified in the Grant Program Manual. 4.METHOD OF EVALUATION Using the data compiled during the grant, the Grant Director will complete the "Final Evaluation" section in the fourth/final Quarterly Performance Report (QPR). The Final Evaluation should provide a brief summary ofthe grant's accomplishments, challenges and significant activities. The funded strategies may include impaired driving enforcement, enforcement operations focusing on primary collision factors, distracted driving, night-time seat belt enforcement, special enforcement operations encouraging motorcycle safety, enforcement and public awareness in areas with a high number of bicycle and pedestrian collisions, and educational programs. These strategies are designed to earn media attention thus enhancing the overall deterrent effect. 1.PROBLEM STATEMENT The City of Carlsbad Police Department's highest ranked collision factors for 2014 included speeding, improper turns, and alcohol related. These top three collision factors were responsible for four of our seven fatalities.A fourth collision factor is important to note, because another two fatal traffic collisions were pedestrian related. One of these pedestrian fatalities was the result of a distracted driver, who drove up onto the sidewalk and killed a runner. Carlsbad has experienced a significant increase in fatalities with seven in 2014, up from just one in 2013 and two in 2012.Carlsbad's population is growing, and the city is also a popular tourist destination.Additionally, Carlsbad has a growing daytime population with many new businesses opening in the city. In the 2015 resident survey conducted by the City of Carlsbad, managing traffic congestion was ranked as extremely important by 96 percent ofthose surveyed. The Carlsbad Police Department seeks to address three specific traffic safety areas in this grant request —distracted driving, pedestrian and bicycle safety, and driving under the influence.Each of these traffic safety issues resulted in traffic fatalities in Carlsbad in 2014. First, the department seeks funding to participate in the April National Distracted Driving Awareness Month.Second, the department requests funding to conduct pedestrian and bicycle enforcement operations, specifically along the coast highway where the combined road use by pedestrians, cyclists and vehicles has proven deadly.Finally, the department requests funds to conduct DUI saturation patrols on three holiday weekends during the summer, when the tourist population is at its peak and the department sees the most DUI activity. The department will conduct highly publicized pedestrian and bicycle enforcement operation(s) in areas or during events with a high number of pedestrian and/or bicycle collisions resulting from violations made by pedestrians, bicyclists, and drivers.Steps have been taken along the coast highway to improve safety, including flashing pedestrian signals and restriping of the bike lanes, yet injury and fatal collisions continue to occur. To address these issues, the department will conduct directed enforcement along the coast highway, on one weekend day per month, throughout the summer months (May —September).Enforcement will focus on speeding, yielding to pedestrians, and proper use of the roadway by cyclists. 2 STATE OF CALIFORNIA •OFFICE OF TRAFFIC SAFETY OTS-136a Grant Application-Selective Traffic Enforcement Program (STEP) (Rev.11/15) Driving under the influence is an ongoing traffic safety concern in Carlsbad.Holiday weekends, in particular, draw large crowds to Carlsbad beaches and recreational areas, resulting in increased DUI activity and collisions.Carlsbad Police Department will conduct three DUI saturation patrol operation(s), on each of three holiday weekends: Memorial Day, Independence Day, and Labor Day. B.Agency Qualifications: Carlsbad Police Department has seven motor officers, one motor sergeant, and two accident investigators.Their training and primary responsibilities are focused on traffic safety and enforcement in the City of Carlsbad.The department also has police Explorers and volunteers who, under the supervision of officers, conduct community outreach and education on a regular basis. The department also has a management analyst, who has extensive experience in grant application and management.The management analyst will work with the traffic division to track time and expenses associated with grant funded activities to ensure accurate reporting and to receive proper reimbursement. C.Program Sustainability: The Carlsbad Police Department does not receive funding from any other sources to conduct the types of enforcement specified in this grant application.Carlsbad Police Department has received grant funding from OTS in past years, specifically to conduct DUI checkpoints.In FY11, the department received $14,133 in reimbursements.Since then, Carlsbad Police Department has not receive any funding from OTS. 3.PERFORMANCE MEASURES A.Goals: 1)To reduce the number of persons killed in traffic collisions. 2)To reduce the number of persons injured in traffic collisions. 3)To reduce the number of persons killed in alcohol-involved collisions. 4)To reduce the number of persons injured in alcohol-involved collisions. 5)To reduce the number of bicyclists killed in traffic collisions. 6)To reduce the number of bicyclists injured in traffic collisions. 7)To reduce the number ofpedestrians killed in traffic collisions. 8)To reduce the number of pedestrians injured in traffic collisions. 3 6 STATE OF CALIFORNIA •OFFICE OF TRAFFIC SAFETY OTS-136a Grant Application-Selective Traffic Enforcement Program (STEP) (Rev. 11/15) B.Objectives: 1)To conduct 3 DUI Saturation Patrol operation(s). 2)To conduct 5 days of highly publicized Distracted Driving enforcement operation(s) targeting drivers using hand held cell phones and texting. 3)To conduct 5 days of highly publicized pedestrian and/or bicycle enforcement operation(s) in areas or during events with a high number of pedestrian and/or bicycle collisions resulting from violations made by pedestrians, bicyclists, and drivers. 4)To conduct 2 days of Traffic Safety educational presentations with an effort to reach 1,000 community members.Note: Presentations may include topics such as distracted driving, DUI,speed,bicycle and pedestrian safety, seatbelts and child passenger safety. 5)To participate in and collect and report data for the National Distracted Driving Awareness Month in April. 4.METHOD OF PROCEDURE A.Phase 1 -Program Preparation, Training and Implementation (1" Quarter of Grant Year) •The police department will develop operational plans to implement the "best practice" strategies outlined in the objectives section. •All training needed to implement the program should be conducted this quarter. •All grant related purchases needed to implement the program should be made this quarter. •In order to develop/maintain the "Hot Sheets," research will be conducted to identify the "worst ofthe worst" repeat DUI offenders with a suspended or revoked license as a result of DUI convictions. The Hot Sheets may include the driver's name, last known address, DOB, description, current license status, and the number of times suspended or revoked for DUI. Hot Sheets should be updated and distributed to traffic and patrol officers at least monthly. •Implementation of the STEP grant activities will be accomplished by deploying personnel at high collision locations. Media Requirements •Issue a press release announcing the kick-off ofthe grant by November 15.The kick-off press releases and media advisories, alerts, and materials must be emailed to the OTS Public Information Officer at pioots.ca.gov,and copied to your OTS Coordinator, for approval 14 days prior to the issuance date of the release. B.Phase 2 -Program Operations (Throughout Grant Year) 4 STATE OF CALIFORNIA •OFFICE OF TRAFFIC SAFETY OTS-136a Grant Application-Selective Traffic Enforcement Program (STEP) (Rev.11/15) •The police department will work to create media opportunities throughout the grant period to call attention to the innovative program strategies and outcomes. Media Requirements •Send all grant-related activity press releases, media advisories, alerts and general public materials to the OTS Public Information Officer (PIO) at pioots.ca.gov, with a copy to your OTS Coordinator. a)If an OTS template-based press release is used, the OTS PIO and Coordinator should be copied when the release is distributed to the press.If an OTS template is not used, or is substantially changed,a draft press release shall be sent to the OTS PIO for approval. Optimum lead time would be 10-20 days prior to the release date to ensure adequate turn-around time. b)Press releases reporting the results of grant activities such as enforcement operations are exempt from the recommended advance approval process, but still should be copied to the ()TS PIO and Coordinator when the release is distributed to the press. c)Activities such as warrant or probation sweeps and court stings that could be compromised by advanced publicity are exempt from pre-publicity, but are encouraged to offer embargoed media coverage and to report the results. •Use the following standard language in all press, media, and printed materials: Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. •Email the OTS PIO at pio@ots.ca.gov and copy your OTS Coordinator at least 30 days in advance, a short description of any significant grant-related traffic safety event or program so OTS has sufficient notice to arrange for attendance and/or participation in the event. •Submit a draft or rough-cut of all printed or recorded material (brochures, posters, scripts, artwork, trailer graphics, etc.) to the OTS PIO at pioaots.ca.gov and copy your OTS Coordinator for approval 14 days prior to the production or duplication. •Include the OTS logo, space permitting, on grant-funded print materials; consult your OTS Coordinator for specifics. C.Phase 3 —Data Collection & Reporting (Throughout Grant Year) •Agencies are required to collect and report quarterly, appropriate data that supports the progress of goals and objectives. •Statistical data relating to the grant goals and objectives will be collected, analyzed, and incorporated in Quarterly Performance Reports (QPRs). They will include information concerning changes made by the Grant Director in planning and guiding the grant efforts. •Reports shall be completed and submitted in accordance with OTS requirements as specified in the Grant Program Manual. •Agencies shall submit all collision reports as required to the California Highway Patrol. 5.METHOD OF EVALUATION Using the data compiled during the grant, the Grant Director will complete the "Final Evaluation" section in the fourth/final Quarterly Performance Report (QPR). The Final Evaluation should provide a brief summary ofthe grant's accomplishments, challenges and significant activities. This narrative should also include whether goals and objectives were met, exceeded, or an explanation of why objectives were not completed. 6.ADMINISTRATIVE SUPPORT This program has full support of the City of Carlsbad.
