Subject:Adopt a Resolution approving changes to the salary schedule for

Recommended Action
Adoption of a Resolution approving changes to the salary schedule for employees represented
by the Carlsbad City Employees'Association (CCEA)and approving a side letter between the
City of Carlsbad and CCEA.
Executive Summary
In order to sustain market competitiveness as an employer and attract and retain highly
qualified employees, the city conducts a biennial study of the market competitiveness of the
pay ranges for management and CCEA job classifications.This year, the study indicates that no
pay range movement is necessary; however, there are several job classifications within the
CCEA pay ranges that are low in relation to comparable jobs in the San Diego public sector
market.Staff recommends that several job classifications be moved to higher pay ranges on
the CCEA salary schedule.
Discussion
The management and CCEA salary schedules cover all full-time non-safety positions within the
City of Carlsbad.These schedules reflect competitive pay ranges for jobs assigned to each pay
grade and provide the basis for equitable pay decisions.Every other year,a salary survey is
conducted and job classifications are reviewed to ensure that pay levels in the City of Carlsbad
remain competitive with salaries paid by other local government agencies.
This year's market survey supports no overall movement of the management or CCEA salary
structures; however, the market data suggests that 7 CCEA job classifications be moved to
higher pay ranges on the CCEA salary structure.The CCEA Salary Schedule (Exhibit 2) has been
updated to reflect this change. This action does not cause an employee's pay rate to increase
unless their current pay rate falls below the minimum of the new pay range for their job
classification. This year, the pay rate for one employee would need to be adjusted to the new
pay range minimum.
Staff has met and conferred with the Carlsbad City Employees' Association regarding this
proposed change.Agreement between the parties is reflected in a side letter (Exhibit 3).
Fiscal Analysis
The estimated annual cost of the recommended change to pay ranges for 7 CCEA job
classifications is $1,500 which includes salary and related benefits for one employee. Funding
for this is included in the FY 2016-17 adopted budget.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonable foreseeable indirect physical change in the environment;
and therefore, does not require environmental review.

RESOLUTION NO. 2016-241
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,APPROVING CHANGES TO THE SALARY SCHEDULE FOR
EMPLOYEES REPRESENTED BY THE CARLSBAD CITY EMPLOYEES'
ASSOCIATION (CCEA) AND APPROVING A SIDE LETTER BETWEEN THE
CITY OF CARLSBAD AND CCEA
WHEREAS,City Council has authorized the City Manager to administer a Performance
Management and Compensation Plan for CCEA-represented employees; and
WHEREAS,the compensation program that has been designed provides for a market
survey of public agencies in San Diego County and salary structures based on the market data
gathered from the agencies in the survey market; and
WHEREAS,the survey data gathered indicates that 7 CCEA job classifications be moved to
higher pay ranges on the CCEA Salary Schedule; and
WHEREAS,representatives of management and the Carlsbad City Employees' Association
(CCEA) have met and conferred in good faith pursuant to the Meyers-Milias-Brown Act regarding
wages and other terms and conditions of employment; and
WHEREAS, said representatives have reached agreement which they desire to submit to
the City Council for approval in the form of a side letter marked Exhibit 3 and incorporated by
reference herein; and
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1.That the above recitations are true and correct.
2.That the salary schedule for CCEA-represented employees set forth in the
attached Exhibit 2 is hereby adopted.
3.That the side letter between the City of Carlsbad and CCEA is hereby approved
and the City Manager is authorized to execute the Side Letter on behalf of the City.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 13th day of December, 2016, by the following vote, to wit:

SIDE LETTER AGREEMENT TO THE
JANUARY 1, 2015 —DECEMBER 31, 2017
MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF CARLSBAD AND THE CARLSBAD CITY EMPLOYEES' ASSOCIATION (CCEA)
REGARDING THE CCEA SALARY SCHEDULE
EFFECTIVE:1ST FULL PAY PERIOD FOLLOWING CITY COUNCIL APPROVAL
This side letter memorializes an agreement reached between the City of Carlsbad ("City") and
the Carlsbad City Employees' Association ("CCEA"), to reflect an agreed upon amendment to
the January 1,2015 -December 31, 2017 Memorandum of Understanding ("MOU") entered
into between the City and CCEA.All other terms and conditions of the existing MOU shall
remain in full force and effect.The changes are listed below.
1.Effective the first day of the pay period following City Council approval of this side letter,
the CCEA salary schedule shall be amended as follows:
