Recommended Action
Adopt a Resolution changing three existing job classifications and the updated salary schedule
for General Employees.
Executive Summary
The Human Resources Department regularly reviews and audits job classifications to ensure
that the position classification plan and job titles accurately reflect current job duties and meet
the operational needs for each department.Based on such review, staff is proposing changes
to three existing job classifications (one within the Carlsbad City Employees' Association and
two within unrepresented management).
Discussion
The following changes are being proposed:
City Employees' Association (CCEA)
Staff proposes rewriting the current job classification of Human Resources Technician and
creating a flexible job classification that includes a Senior Human Resources Technician (Exhibit
2).The technician classification series is responsible for a variety of tasks in support of human
resources operations, including recruitment, learning and development, workers'
compensation and benefits.The senior level position is distinguished from the technician
position in that the senior technician works with a greater degree of autonomy and has a higher
level of both technical and analytical responsibilities.The creation of a senior level in this
classification would allow for greater flexibility and developmental opportunities for staff with
no change to the salary level.A compensation review indicates that the Senior Human
Resources Technician job classification is appropriately leveled at salary grade 52 on the CCEA
salary schedule; the Human Resources Technician would be leveled at a salary grade 42.
Staff has met and conferred with the Carlsbad City Employees' Association regarding this
proposed change.
Management
Staff proposes revising the job classification of Senior Crime Analyst (Exhibit 2) as an
unclassified management position with no change in salary grade.A classification audit was
conducted on this job classification and staff recommends eliminating the supervisory
experience job requirement from this job classification.
Staff proposes revising the job classification of Public Works Director (Exhibit 2) as an
unclassified management position with no change in salary grade.The city is currently
recruiting candidates for this position and input from our executive recruiting firm suggests that
other agencies of similar size do not require their Public Works Directors to be registered Civil
Engineers.Due to this trend in the Public Works field, staff proposes substituting the registered
Civil Engineer requirement with a strong preference for this qualification.
Fiscal Analysis
The proposed changes to these three job classifications will have no fiscal impact.
Environmental Evaluation (CEQA}
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonable foreseeable indirect physical change in the environment;
and therefore, does not require environmental review.

CALIFORNIA, CHANGING THREE EXISTING JOB CLASSIFICATIONS AND
ADOPTING THE UPDATED SALARY SCHEDULE FOR GENERAL
EMPLOYEES.
WHEREAS,the City Council of the City of Carlsbad, California has determined that it is
important to ensure that job classifications are updated and accurate and reflect current duties;
and
WHEREAS,it is necessary to update the related salary schedules to reflect these changes;
and
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1.That the above recitations are true and correct.
2.That the revised job classifications of Senior Human Resources Technician, Human
Resources Technician,Senior Crime Analyst and Public Works Director as
described in the attached Exhibit 2 are hereby adopted.

CLASS SPECIFICATION
JOB TITLE:HUMAN RESOURCES TECHNICIAN
SENIOR HUMAN RESOURCES TECHNICIAN
DEPARTMENT:HUMAN RESOURCES
BASIC FUNCTION:
Under general supervision, to perform technical support work involved with recruitment and
selection, employee training and development, health and welfare benefits and workers'
compensation; and to do related work as assigned. Strives for process improvement for greater
effectiveness.
DISTINGUISHING CHARACTERISTICS:
Human Resources Technician:This is the entry level classification for employees in the
human resources technician series.Employees in this classification normally work under close
supervision performing a group of repetitive or closely related duties according to established
procedures.Generally, work is observed and reviewed both during its performance and upon
completion, and changes in procedure or exceptions to rules are explained in detail as they
arise.This level is distinguished from the Senior Human Resources Technician which has a
higher level of both technical and analytical responsibilities.
Senior Human Resources Technician:A Senior Human Resources Technician works under
general supervision and, within a framework of established procedures, is expected to perform a
variety of human resources duties with only occasional instruction or assistance.Adequate
performance at this level requires the knowledge of departmental procedures and policies,
maintaining compliance, and the ability to work independently and offer alternative solutions in
solving problems and in achieving greater effectiveness.
KEY RESPONSIBILITIES:
These are representative duties. The emphasis on certain duties will vary depending on the job
assignment.
Recruitment and Selection
Conducts a variety of recruitment activities, including but not limited to: developing job
announcements; determining test criteria and screening methods; monitoring, screening and
evaluating applicants for basic compliance with position requirements; scheduling interviews for
examinations and final selection; proctoring and scoring examinations; maintaining records of
test scores; verifying employment references; conducting follow-up pre-employment processing,
such as, scheduling physicals, fingerprinting, identification card photos, etc.; establishing
eligibility lists and coordinating final selection of candidates.
Ensures accurate records; exam plans, test results and notification processes in the applicant
tracking system; explains policies and procedures to applicants; prepares and maintains
eligibility lists.

Processes a variety of personnel documents, reports and records in areas including, but not

BASIC FUNCTION:
Under broad administrative direction of the City Manager to plan, organize, direct and
coordinate the City's Transportation, Utilities and Property and Environmental
Management divisions and programs; to perform highly responsible and complex
professional administrative work; and to perform related responsibilities as required.
DISTINGUISHING CHARACTERISTICS:
This is a single incumbent position serving as a member of the Leadership Team.The
Leadership Team is responsible for the development of City-wide policies, goals,
objectives and priorities.
KEY RESPONSIBILITES:
Administer the City's Transportation, Utilities and Property and Environmental Programs
divisions and programs for the City which include but are not limited to, design,
construction, operations and maintenance of streets, water and sewer, storm drain,
public facilities, and maintenance and acquisition of City vehicles and equipment.
May serve in the capacity of City Engineer with the responsibilities and authority
outlined in the municipal code.
Administer the review of private developments for public works facility adequacy and
conformance with City standards and state and federal regulations.

KEY RESPONSIBILITES:
Administer the City's Transportation, Utilities and Property and Environmental Programs

construction, operations and maintenance of streets, water and sewer, storm drain,
public facilities, and maintenance and acquisition of City vehicles and equipment.
May serve in the capacity of City Engineer with the responsibilities and authority

Administer the review of private developments for public works facility adequacy and
conformance with City standards and state and federal regulations.

Analyze data, make recommendations, prepare reports and make presentations on the
