Recommended Action Adopt a Resolution accepting bids and awarding a contract to Southwest Pipeline & Trenchless Corp. for the Pipeline Cured-In-Place Pipe Rehabilitation Phase 1, Project No. 5503-11. Executive Summary Many of the wastewater pipelines in the Carlsbad Village area have reached the end of their useful life and are in need of rehabilitation. The defects in these locations include cracked and broken pipe, root intrusion, and groundwater infiltration which increase the risk of sewage blockage and overflow spills. Trenchless methods for pipeline repair will be used to minimize disruption to the community. A project for the installation of 7320 lineal feet (LF) of cured-in­ place pipe liner {CIPP) has been bid and staff recommends award of a construction contract to Southwest Pipeline & Trench less Corp. in the amount of $392,260. Discussion Inspection of the wastewater pipelines, by closed circuit television (CCTV), has shown many of the pipelines in the Carlsbad Viliage area have reached the end of their useful life. This project includes the rehabilitation of approximately 7000 LF of 6-inch and 8-inch diameter gravity wastewater pipelines now in disrepair, located in the Carlsbad Village area (see Exhibit 2). The project includes the installation of CIPP liner which will result in a full structural restoration of those pipelines. The pipelines' useful life will be extended an additional 30 to 50 years with the rehabilitation. The CIPP method of rehabilitation is a trenchless method of construction. The application of trenchless rehabilitation methods in this project reduces construction cost, construction duration and impacts to the community when compared to the alternative, conventional dig and replace methods of repair. The CIPP method will significantly reduce traffic and pedestrian impacts, minimize or eliminate pavement damage, as well as damage to adjacent utilities and structures. The project includes the installation of 2110 LF of 6-inch CIPP liner, 4040 LF of 8-inch CIPP liner and 1170 LF of 10-inch CIPP liner, for a total installation of 7320 LF. The overall project will Item #1 January 24, 2017 Page 1 of 6 enhance operational efficiency and improve reliability, all reducing the potential of a system failure and sewer overflow. On Oct. 4, 2016, through the adoption of Resolution No. 2016-205, the City Council approved plans and specifications and authorized the City Clerk to advertise to receive bids for the Pipeline CIPP Rehabilitation Phase I, Project No. 5503-11. On Nov. 15, 2016, three sealed bids were received for the construction of this project as shown in the following table. Southwest Pipeline & Trenchless Corp. submitted the lowest bid in the amount of $304,110, and bid $88,150 on the additive alternative bid item in Schedule C, to furnish and install sewer lateral liner by robotically controlled device without excavation. The bid documents specified that the low bidder would be determined on the basis of Schedules A and B only, and that Schedule C was an additive alternative bid item. Staff has completed the review of contract documents and has determined that Southwest Pipeline & Trenchless Corp. is the confirmed low bidder and their bid documents are responsive. Staff recommends that Southwest Pipeline & Trenchless Corp. be awarded the contract. There are 41 possible locations at a unit price of $2,150 and will be used as needed to ensure sewer system integrity is maintained to the lateral without possibility of root intrusion from poor lateral connection to the new liner. . . • Item #1 January 24, 2017 Page 2 of 6 There are sufficient appropriations from the Sewer Line Refurbishment and Replacement Fund for the construction of the Pipeline Cured-In-Place Pipe Rehabilitation Phase I, Project No. 5503-11. Next Steps Staff will provide the Public Works contract to Southwest Pipeline & Trenchless Corp. for their execution, and request that Southwest Pipeline & Trenchless Corp. provide the required bonds and proof of insurance. Once this task is complete, staff will schedule a pre-construction meeting with Southwest Pipeline & Trenchless Corp. and a Notice-to-Proceed will be issued. The duration of the construction contract is 100 working days, exclusive of rain days and change orders that may extend the contract duration. Upon the successful completion of the project, staff will request that the City Council accept the installation of Pipeline CIPP Rehabilitation Phase I and direct the City Clerk to record a Notice of Completion and to release bonds. Environmental Evaluation (CEQA) The project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(b) -minor alteration of existing facilities of public utility services involving negligible or no expansion.
