Subject: Adopt Ordinance No. CS-313 approving an amendment to the Quarry Creek
Master Plan, MP 10-0l{B), for property located on the north side of Marron
Road and adjacent to the western terminus of Adobe Springs Road, in Local
Facilities Management Zone 25.
Recommended Action
Adopt Ordinance No. CS-313 approving an amendment to the Quarry Creek Master Plan, MP 10-
0l(B), for property located on the north side of Marron Road and adjacent to the western terminus
of Adobe Springs Road, in Local Facilities Management Zone 25.
Executive Summary /Discussion
Ordinance No. CS-313 was introduced and first read at the City Council meeting held on January 10,
2017. The City Council voted 4/1 (C. Schumacher -No) to introduce the Ordinance. The second reading allows the City Council to adopt the ordinance which will become effective thirty days after adoption.
Fiscal Analysis No fiscal impacts to the city have been identified as a result of the proposed project.
Next Steps The City Clerk will have the ordinance or a summary of the ordinance published in a newspaper of
general circulation within fifteen days following adoption of the ordinance.
Environmental Evaluation (CEQA)
Pursuant to Section 15168{c){2) of the California Environmental Quality Act (CEQA), staff has
reviewed the project and concluded that no potentially significant impacts would result with the
implementation of the project that were not previously examined and evaluated in the Final Program
Environmental Impact Report for the Quarry Creek Master Plan MP 10-01 {EIR 11-02). EIR 11-02 was
certified by the City Council on April 2, 2013; at that time, CEQA Findings of Fact, a Statement of
Overriding Considerations, and a Mitigation Monitoring and Reporting Program (MMRP) were
approved. EIR 11-02 evaluated the potential environmental effects of the development and
operation of the Quarry Creek Master Plan and associated actions, inclusive of Planning Area R-4.
The project is conditioned to implement the MMRP.
Public Notification
The City Clerk will have the ordinance or a summary of the ordinance published within fifteen days,
if adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,
APPROVING AN AMENDMENT TO THE QUARRY CREEK MASTER PLAN, MP 10-
01(8), FOR PROPERTY LOCATED ON THE NORTH SIDE OF MARRON ROAD AND
ADJACENT TO THE WESTERN TERMINUS OF ADOBE SPRINGS ROAD, IN LOCAL
FACILITIES MANAGEMENT ZONE 25.

WHEREAS, the City Council approved the Quarry Creek Master Plan MP 10-01 on April 2, 2013 by
adopting Ordinance No. CS-209; and
WHEREAS, the City Council of the City of Carlsbad has reviewed and considered a Master Plan
Amendment (MP 10-01(8)) for the Quarry Creek Master Plan; and
WHEREAS, after procedures in accordance with the requirements of law, the City Council has
·determined that the public interest indicates that said Master Plan Amendment MP 10-01(8) be approved.
NOW, THEREFORE, the City Council of the City of Carlsbad ordains as follows that:
1.The above recitations are true and correct.
2.That Master Plan Amendment MP 10-01(8) dated November 16, 2016 attached hereto, and
incorporated herein by reference, is approved. The Master Plan shall constitute the development plan for the
property and all development within the plan area shall conform to the plan.
3.That Master Plan Amendment (MP 10-01(8)) reorganizes and amends several pages of the Quarry
Creek Master Plan, as shown on the attached "Exhibit MP 10-01(8)". Removal of text is presented in a
stril�ethrough type format, while new additional text is shown in underline type format.
4.That the findings and conditions of the Planning Commission in Planning Commission
Resolution No. 7209 shall also constitute the findings and conditions of the City Council.
EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption; and the city clerk shall
certify the adoption of this ordinance and cause the full text of the ordinance or a summary of the ordinance
prepared by the City Attorney to be published at least once in a newspaper of general circulation in the City of
Carlsbad within fifteen days after its adoption.
