Recommended Action
Adopt a Resolution appointing new members to the City of Carlsbad's Community Development
Block Grant (CDBG) Funding Advisory Committee.
Executive Summary
The City of Carlsbad administers several grant programs which provide financial support for
activities that benefit Carlsbad residents and the larger community.The city receives federal
funds to assist lower income families and individuals through the CDBG program.The Citizen
Participation Plan set forth for Carlsbad's CDBG program specifies the formation of a seven
member Funding Advisory Committee to make recommendations regarding funding allocations
to the City Council.The Mayor, subject to the majority concurrence of the City Council, appoints
seven members to the Committee with the following representation:one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner and four citizens-at-large,
one from each quadrant of the city.
Discussion
The following residents are recommended for new appointments to the CDBG Funding Advisory
Committee for two complete funding cycles:

The following appointees to the CDBG Funding Advisory Committee will be completing their
second term with this grant review cycle:
Northeast quadrant Julie Han June 2017
Housing Commission Shaunee Williams June 2017
Fiscal Analysis
There is no fiscal impact when approving CDBG Funding Advisory Committee members.
Environmental Evaluation (CEQA)
Pursuant to Public Resources code Section 21065, appointment of advisory committee members
does not constitute a "project" within the meaning of CEQA in that it has no potential to cause
either a direct physical change in the environment, or a reasonably foreseeable indirect physical
change in the environment, and therefore does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,APPOINTING NEW MEMBERS OF THE CITY OF CARLSBAD'S
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)FUNDING ADVISORY
COMMITTEE.
WHEREAS,the Citizen Participation Plan for Carlsbad's Community Development Block Grant
Program specifies the formation of a seven member citizen advisory committee to make
recommendations regarding CDBG funding allocations to the City Council; and
WHEREAS,the Citizen Participation Plan further specifies that the City Council shall appoint
seven members to the CDBG Funding Advisory Committee with the following representation: one
Housing Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-
large (one from each quadrant); and
WHEREAS,the Funding Advisory Committee appointees shall voluntarily serve two year terms.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That the Mayor, with the consent of the City Council, pursuant to CMC Section 2.06.070
hereby appoints the following residents of Carlsbad to the CDBG Funding Advisory
Committee as new, two year funding cycles members with terms expiring in June of
2018:
Northwest quadrant Erin McPherson Nielsen
Southwest quadrant Fred Muir
Southeast quadrant Mayela Manasjan
Planning Commission Velyn Anderson
Senior Commission Kevin MIn
