Recommended Action Adopt a resolution authorizing out-of-state travel from February 23-26, 2017 for one fire division chief, two police lieutenants, and one police information technology (IT)staff member to travel to Milwaukee, Wisconsin for consultation on the purchase of a new public safety command post vehicle. Executive Summary One fire division chief,two police lieutenants,and one IT staff member will meet with LDV, Incorporated in Milwaukee, Wisconsin on the construction of a new command post vehicle for the police and fire departments. Discussion The Carlsbad Police Department last purchased a command post vehicle in 2008, and the needs of public safety warrant the purchase of an updated vehicle. A public safety command post vehicle provides an office and resource-gathering location in a mobile setting that can go almost anywhere on short notice.It allows for planning, communications, and logistical support to be conducted on-site and close to the activity, and provides a location that is out of public view and the elements. A public safety command post can be used at planned events, such as checkpoints and the city's special events,as well as unplanned events such as large-scale collisions,hostage situations, barricaded suspects, and human or manmade disasters such as fire, flood, or hazardous waste. It can also be used to liaison with the Emergency Operations Center (EOC).The public safety command post will also provide a basic back-up Communications Center should the permanent center located at the Safety Center become inoperable. The public safety command post vehicle is expected to last at least 15 years and can be upgraded for future technology. Fiscal Analysis The cost for one fire division chief, two police lieutenants, and one IT staff member to travel to Milwaukee,Wisconsin including flights,rental car,lodging,food and incidental expenses is approximately $4,500.There are funds in the Fiscal Year 2016-17 police budget to cover these expenses. Next Steps If the Council approves the out-of-state travel,the Carlsbad Police Department training coordinator will book all travel related expenses. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. WHEREAS, City Council Policy No.2 governs requests for out-of-state travel by employees when such travel benefits the City of Carlsbad; and WHEREAS,the City Council of the City of Carlsbad, California has determined that it is in the public interest in the pursuit of public safety to authorize out-of-state travel for one fire division chief, two police lieutenants and one information technology staff member; and WHEREAS,the fiscal impact of approximately $4,500 will be absorbed with funds in the Fiscal Year 2016-17 police budget; and NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as follows: 1.That the above recitations are true and correct. 2.That out-of-state travel from February 23-26, 2017 is hereby authorized in accordance with City Council Policy No.2 for one fire division chief, two police lieutenants and one information technology staff member to travel to Milwaukee,Wisconsin for consultation services on the purchase of a new public safety command post vehicle. PASSED,APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 14th day of February, 2017, by the following vote, to wit: AYES:M.
