Subject:Receive an Update on Economic Development Activity Including the
Innovate 78 Initiative.
Recommended Action
Receive a presentation on economic development activity, including the economic development
initiative for the 78 Corridor (Innovate 78).
Executive Summary
The Economic Development Division focuses on strengthening the city's strong and diverse
economy, advancing its position as an employment hub in San Diego County and the Southern
California region. This presentation will provide an update by staff on the program and an update
by San Diego Regional Economic Development Corporation staff on the 78 Corridor collaboration.
Discussion
The Economic Development Program for the city focuses on contributing to the city's economic
prosperity by encouraging a thriving business community.The pillars of the program include:
•Supporting business retention,attraction and expansion activities,using the Life in
ActionTM talent attraction brand;
•Assisting the development of community assets, private and public, that will strengthen
the city's value proposition for potential businesses to locate in Carlsbad;
•Leveraging local and regional partnerships to amplify Carlsbad and North County San
Diego economic development efforts.
San Diego Regional Economic Development Corporation staff will report on the Innovate 78
initiative.This collaboration was undertaken by the cities of Oceanside,Carlsbad, Vista,San
Marcos and Escondido as a comprehensive economic development strategy, recognizing that the
North County San Diego region can better position itself to attract talent,investment and
companies.
Fiscal Analysis
No funding is being requested at this time.
Next Steps
The program will continue to provide regular updates to council on economic development
activities.Staff will be bringing forward an update on the city's Life Sciences incubator, Bio,
Tech and Beyond in March.

Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.
