Recommended Action
Adopt a resolution authorizing out of state travel for one Firefighter/Paramedic to attend the
2017 Personal Protection Council (PPC)conference in St.Petersburg,FL February 22-26, 2017.
Executive Summary
The Carlsbad Fire Department is requesting authorization to allow one Firefighter/Paramedic to
attend the 2017 Personal Protection Council (PPC)conference in St. Petersburg,FL February 22-
26,2017.Each year,representatives from fire and rescue,law enforcement, and the military
convene to discuss upcoming improvements to personal protective equipment (PPE)and the
different types of equipment available on the market.The approximate cost for the travel
associated with the conference is $2,500.
Discussion
The PPC conference is an opportunity for those individuals who are responsible for the purchase
and maintenance of PPE to learn about new products, safety components and best practices.
Over the course of four days, attendees will be introduced to safety equipment innovations that
are focused on firefighter's safety in the work environment.
PPE must protect the user in a variety of work environments such as inhalation hazards, impact
hazards,skin burns/absorption,and blood borne pathogen exposure.Research studies are
defining what manufactures are producing, how firefighters use their PPE and how to maintain
equipment to provide maximum safety and health of fire service employees.
Fiscal Analysis
The approximate cost to attend the conference,including registration,travel,and
accommodations is $2,500, which will be funded by the Fire Department's budget.
Next Steps
One Firefighter/Paramedic will attend the 2017 Personal Protection Council (PPC)conference in
St. Petersburg,FL February 22-26, 2017.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require further environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,AUTHORIZING OUT OF STATE TRAVEL FOR ONE
FIREFIGHTER/PARAMEDIC TO ATTEND THE 2017 PERSONAL PROTECTION
COUNCIL (PPC)CONFERENCE IN ST.PETERSBURG,FL FEBRUARY 22-26,
2017.
WHEREAS, City Council Policy No.2 governs requests for out of state travel by employees when
such travel benefits the City of Carlsbad; and
WHEREAS,the City Council agrees that it is in the public's best interest to authorize out of state
travel for one Firefighter/Paramedic to attend the 2017 Personal Protection Council (PPC)conference
in St. Petersburg,FL February 22-26, 2017; and
WHEREAS, The PPC conference is an opportunity for those individuals who are responsible for
the purchase and maintenance of PPE to learn about new products,safety components and best
practices.
WHEREAS,Research studies are defining what manufactures are producing, how firefighters
use their PPE and how to maintain equipment to provide maximum safety and health of fire service
employees.
WHEREAS,the approximate cost of this conference,including registration,travel and
accommodations,is $2,500.00 and will be funded by the Fire Department's budget; and
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1.That the above recitations are true and correct.
2.In accordance with City Council Policy No.2,out of state travel is hereby authorized for
one Firefighter/Paramedic to attend the 2017 Personal Protection Council (PPC)
conference in St.Petersburg,FL February 22-26, 2017.
