Recommended Action Adopt a Resolution authorizing out-of-state travel for one Division Chief to attend the Fire Service Executive Development Institute (FSEDI)program in Leesburg, VA March 12-17, 2017. Executive Summary The Carlsbad Fire Department is requesting authorization to allow one Division Chief to attend the FSEDI Program in Leesburg, VA March 12-17,2017.The FSEDI is a program developed to provide new and aspiring chiefs with the tools they need to have a successful and productive tenure.Applicants are selected by the International Association of Fire Chiefs (IAFC),a nonprofit 501(c)(3), and the cost of airfare, housing, transportation, meals, and the program (collectively "program cost") for the onsite sessions is covered through a grant awarded to the IAFC by the Motorola Solutions Foundation,a nonprofit 501(c)(3). The approximate total program cost is $3,500. Discussion The FSEDI is now in its fourth program.Twenty applicants were chosen to participate based upon their commitment to career advancement and enhancing the fire-EMS service through their leadership. Once accepted, participants make a 1-year commitment to the program. The first phase is a 6- day introductory residency at the National Conference Center in Leesburg, VA where experts from the fire and emergency service and the private sector will cover the following topics: ethics, leadership in the new era, emerging concepts in organizational design and delivery, the effective use of science and data, budgeting and spend management, labor-management relations, and how to be successful in recruiting and hiring processes. In addition, there is a 4-6 month period of self-study during which participants will have access to mentors and executive coaches in order to complete a project that contributes to the enhancement of fire and emergency service. The Motorola Solutions Foundation has been providing grants to the International Association of Fire Chiefs for each of the last four sessions.This foundation serves as the charitable and philanthropic arm of Motorola Solutions, originally founded in 1953.With employees located around the globe, Motorola Solutions seeks to benefit the communities where it operates.The company achieves this by making strategic grants, forging strong community partnerships, and fostering innovation.The foundation's focus is in education, public safety, disaster relief, and employee giving. The City of Carlsbad benefits from its division chiefs attending this program to provide training in personnel and budgetary management, and also provide them with additional skills needed to succeed in their current and future positons. Additionally, it will enhance their ability in providing quality service to the City of Carlsbad. Fiscal Analysis (here is no cost to the city for the Division Chief to attend FSEDI in Leesburg, VA.The program cost of airfare, housing, transportation, meals and sessions is fully paid for by the International Association of Fire Chiefs;which is funded by a grant to IAFC from Motorola Solutions Foundation. The approximate value is $3,500. Next Steps one Division Chief will attend the Fire Service Executive Development Institute's (FSEDI)program at the National Conference Center in Leesburg, VA March 12-17, 2017. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require further environmental review. WHEREAS, City Council Policy No.2 governs requests for out-of-state travel by employees when such travel benefits the City of Carlsbad; and WHEREAS,the City Council agrees that it is in the public's best interest to authorize out of state travel for one Division Chief to attend the Fire Service Executive Development institute's first session at the National Conference Center in Leesburg, VA March 12-17, 2017; and WHEREAS,the Fire Service Executive Development Institute is a program developed to provide new and aspiring chiefs with the tools they need to have a successful and productive tenure.The first phase of the one year program includes instruction from experts from the fire and emergency service and the private sector; and WHEREAS,topics at the seminar will include:ethics,leadership in the new era,emerging concepts in organizational design and delivery, the effective use of science and data, budgeting and spend management,labor-management relations, and how to be successful in recruiting and hiring processes; and WHEREAS, applicants who are accepted into the program are awarded a scholarship from the International Association of Fire Chiefs through the Motorola Solutions Foundation to cover the cost of airfare, housing, and meals for the onsite sessions.The approximate value is $3,500.There is no cost to the city; and NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1.That the above recitations are true and correct. EXHIBIT 1 2.In accordance with city policy, out of state travel is hereby authorized for one Division Chief to attend the Fire Service Executive Development institute's first session at the National Conference Center in Leesburg, VA March 12-17, 2017.
