Recommended Action Adopt a Resolution authorizing out-of-state travel for one police detective to attend the ICAC Investigative Techniques training course in Colorado Springs, Colorado from March 13-17, 2017. Executive Summary One Carlsbad Police Department detective will travel to Colorado Springs, Colorado from March 13-17, 2017 for an Internet Crimes Against Children Investigative Techniques training course. Discussion The Internet Crimes Against Children (ICAC)Investigative Techniques course is a regional conference to expand the efforts and knowledge base of law enforcement investigators and prosecutors by providing highly specialized training focused on investigating and prosecuting technology-facilitated crimes against children. The intent of the ICAC Program is to provide funding to better ensure that local law enforcement agencies are trained to investigate computer crimes that target our youth; to provide educational programs aimed at law enforcement officers, teachers, parents, and children; to serve as a forensic resource to law enforcement agencies within each service area; to pursue the prosecution of cases at the local, state, and federal level; and to participate in nationally-coordinated investigative efforts. Fiscal Analysis The City of Carlsbad Police Department is a member of the San Diego Internet Crimes Against Children Task Force, who has a grant from the California Office of Emergency Services (Cal-OES). The course is fully funded by the grant, including travel, lodging, per diem and incidental expenses.All costs incurred by the City of Carlsbad are fully reimbursable by the grant and expected to be around $1,400. Next Steps If the Council approves out-of-state travel, the Carlsbad Police Department training coordinator will book all travel related expenses. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. EXHIBIT 1 RESOLUTION NO. 2017-036 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,APPROVING OUT-OF-STATE TRAVEL FOR ONE POLICE DETECTIVE TO ATTEND THE INTERNET CRIMES AGAINST CHILDREN (ICAC) INVESTIGATIVE TECHNIQUES TRAINING COURSE IN COLORADO SPRINGS, COLORADO FROM MARCH 13-17, 2017. WHEREAS,the City Council of the City of Carlsbad, California has determined that it is in the public interest in the pursuit of public safety to authorize out-of-state travel for one police detective to attend Internet Crimes Against Children (ICAC)Investigate Techniques training course ;and WHEREAS,the fiscal impact will be fully reimbursable by a California Office of Emergency Services (Cal-OES) ICAC grant; and NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as follows: 1.That the above recitations are true and correct. 2.That out-of-state travel from March 13-17, 2017 is hereby authorized in accordance with city policy for one police detective to travel to Colorado Springs,Colorado for ICAC Investigative Techniques training course.
