Recommended Action
Adopt a Resolution appointing one member to the Library Board of Trustees.
Executive Summary
Trustee Taffy Cannon resigned in February 2017 leaving a vacancy on the Library Board of
Trustees. Trustee Cannon was initially appointed in July 2016 to replace Trustee Marie Bradley.
The City Clerk's office has received applications from residents Dane Pearson and Neal Presa
wishing to serve on the Board.
Discussion
Trustee Taffy Cannon resigned from the Library Board of Trustees in February 2017. Ms.
Cannon's term was scheduled to expire in June 2020. Carlsbad Municipal Code Chapter 2.16
states that the Library Board of Trustees shall consist of five members, appointed by the Mayor
with the approval of the City Council. Therefore, an appointment to serve the remainder of Ms.
Cannon's term is now required.
Other members of the Library Board of Trustees are: Sherman DeForest, Wendy Hinman, Beth
Hulsart and Alice "Sandy" Parsons.
NOTE: Members of the Library Board of Trustees are subject to the provisions of the Political
Reform Act, and must file a Statement of Economic Interests.
Fiscal Analysis

Next Steps
Appoint one member to the Library Board of Trustees.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change in
the environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.

RESOLUTION NO. 2017-056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE LIBRARY BOARD OF
TRUSTEES
WHEREAS, Trustee Taffy Cannon resigned in February 2017; and
WHEREAS, there is currently one vacancy on the Library Board of Trustees, and

WHEREAS, Trustee Cannon was initially appointed in July 2016 to replace Commissioner Marie
Bradley; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the following Carlsbad resident is hereby appointed to serve on the Library Board
of Trustees, for a term ending in June 2020.
