Recommended Action Adopt a Resolution authorizing out-of-state travel for one Police Lieutenant and one Human Resources Management Analyst to attend the Southwest Airlines Culture Connection Conference in Dallas, Texas from June 6-8, 2017. Executive Summary The Carlsbad Police Department is requesting out-of-state travel for one Police Lieutenant and one Human Resources Management Analyst to travel to Dallas, Texas from June 6 -8, 2017 for the Southwest Airlines Culture Connection Conference. The conference is being offered at no cost to the city. Only travel expenses will be incurred. Discussion Southwest Airlines (SWA) has a reputation of over 40 years of profitability in the highly competitive airlines industry. Additionally they have developed a reputation that includes a strong organization culture with employees who are service minded. One characteristic of Southwest Airlines that separates them from the competition is its focus on employee happiness, which directly impacts the quality of customer service and satisfaction. Compared to law enforcement, the SWA environment shares mariy similarities, such as diverse customer base, unpredictable work environment, complex communication issues, and an emphasis on customer service. The Carlsbad Police Department has always prided themselves with the level of service it provides to both internal city employees, and to the citizens of Carlsbad. The simple concept that happy employees may directly impact and improve the quality of service we provides to the community is worth consideration and further exploration. SWA has opened their doors to both the public and private sectors in order to allow them to get a quick glimpse at how they develop their organizational culture. The Carlsbad Police Department's Professional Standards Lieutenant and Human Resources Management Analyst were invited to attend the one day conference "Southwest Culture Item #4 March 28, 2017 Page 1 of 3 Connection" at no cost on June 7, 2017 in Dallas, Texas. During this conference an open forum with SWA leaders will be conducted and will include some of the following discussions: • How does SWA retain/engage employees • Organizational leaders • Hiring/promotional practices • How does SWA communicate to their employees • Building a strong corporal culture Fiscal Analysis The cost for one Police Lieutenant and one Human Resources Management Analyst to travel to Dallas, Texas including flight, rental car, lodging, per diem, and incidental expenses is approximately $1,200. There are funds in the Fiscal Year 2016-17 budget to cover these expenses. Next Steps If the Council approves out-of-state travel, the Carlsbad Police Department training coordinator will book all travel related expenses. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. EXHIBIT 1 WHEREAS, the City Council of the City of Carlsbad, California has determined that it is in the public interest in the pursuit of public safety to authorize out-of-state travel for one Police Lieutenant and Human Resources Management Analyst; and WHEREAS, the fiscal impact will be absorbed with funds in the Fiscal Year 2016-17 police budget; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That out-of-state travel from June 6-8, 2017 is hereby authorized in accordance with city policy for one Police Lieutenant and one Human Resources Management Analyst to travel to Dallas, Texas for the Southwest Airlines Culture Connection Conference. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 28th day of March, 2017, by the following vote, to wit: AYES: M. Hall, K. Blackburn, M.
