Recommended Action Adopt a Resolution authorizing out-of-state travel for one Fire Division Chief to attend the Harvard Kennedy School of Executive Education, Senior Executives in State and Local Government in Cambridge, MA from June 3-24, 2017. Executive Summary The Senior Executives in State and Local Government program at Harvard University's John F. Kennedy School of Government provides a balance of traditional and hands-on learning experiences to help seasoned public officials meet the changing needs of their constituents and communities. This program enables participants to become more effective public managers by: •Challenging assumptions about how to exercise leadership in the public sector. •Developing new conceptual frameworks for addressing policy issues. •Examining innovative partnerships and new models of collaborative governance. •Exploring the relationship between citizens and their government. •Understanding the behavioral dimensions of decision-making. •Exchanging ideas with experienced faculty and a diverse group of colleagues. Discussion The Fire department is requesting approval of out-of-state travel to send a Fire Division Chief to this three-week program where faculty and participants work together on real-life case studies in a collaborative classroom environment. One of the most frequently cited problems of public officials is how to create and engage in public discourse about difficult subjects. Participants will be in an environment where the classroom serves as a forum for raising difficult issues and practicing the skill of creating and maintaining a conversation that leads to change. Harvard Universities Senior Executives in State and Local Government program is designed to inspire and provide participants with new leadership tools. The Harvard Program is often referred to as "The learning experience of a lifetime." Fiscal Analysis The approximate cost to attend this three-week program,including registration,travel,and accommodations is $13,700,which will be equally divided between the Fire Department and Human Resources budget. Next Steps Approval of out-of-state travel for one Fire Division Chief to attend the Harvard Kennedy School of Executive Education, Senior Executives in State and Local Government in Cambridge, MA from June 3-24,2017 will allow for this educational experience to be communicated and exercised throughout the Fire Department and City organization. Shared information fosters relationships through leadership, innovation, and the exchange of ideas, promoting collaborative governance and success. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065,this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. EXHIBIT 1 RESOLUTION NO. 2017-057 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA,AUTHORIZING OUT-OF-STATE TRAVEL FOR ONE FIRE DIVISION CHIEF TO ATTEND THE HARVARD KENNEDY SCHOOL OF EXECUTIVE EDUCATION,SENIOR EXECUTIVES IN STATE AND LOCAL GOVERNMENT IN CAMBRIDGE, MA FROM JUNE 3-24, 2017. WHEREAS, City Council Policy Number 2 governs requests for out of state travel by employees when such travel benefits the City of Carlsbad; and WHEREAS,the City Council agrees that it is in the public's best interest to authorize out-of-state travel for one Fire Division Chief to attend the Harvard Kennedy School of Executive Education, Senior Executives in State and Local Government in Cambridge, MA from June 3-24, 2017; and WHEREAS,the Senior Executives in State and Local Government program at Harvard University's John F.Kennedy School of Government provides a balance of traditional and hands-on learning experiences to help seasoned public officials meet the changing needs of their constituents and communities; and WHEREAS,over the course of three weeks the program will focus on challenging assumptions about how to exercise leadership in the public sector, developing new conceptual frameworks for addressing policy issues, examining innovative partnerships and models of collaborative governance, exploring the relationship between citizens and their government, and understanding the behavioral dimensions of decision-making; and WHEREAS,the approximate cost of this program, including travel and registration,is $13,700, which will be split between the Fire Department and Human Resources budget. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1.That the above recitations are true and correct. EXHIBIT 1 2.In accordance with city policy, out-of-state travel is hereby authorized for one Fire Division Chief to attend the Harvard Kennedy School of Executive Education, Senior Executives in State and Local Government in Cambridge, MA from June 3-24, 2017.
