Recommended Action
Adopt a resolution to authorize out-of-state travel for one police Senior Management Analyst to
present at the 4Pt Annual International Association of Chiefs of Police (IACP)Technology
Conference in St.Louis, Missouri from May 22-24, 2017.
Executive Summary
One police Senior Management Analyst will travel to St.Louis,Missouri to present at the 41g
Annual International Association of Chiefs of Police (IACP)Technology Conference from May 22-
24, 2017. The funding for the entire trip, including travel, lodging, and per diem, will be covered
by ARJIS.
Discussion
The IACP hosts an annual Law Enforcement Information Management (LEIM) conference, also
referred to as the IACP Technology Conference, to provide attendees with access to top-notch
educational sessions, world-class exhibits, and cutting-edge technology. The conference provides
law enforcement executives,IT managers,technology specialists, and others with a forum in
which to share information, best practices and lessons learned regarding state-of-the-art law
enforcement information management,communications and interoperability,technology
standards,and information sharing,analysis and fusion.The IACP has hosted information
management and technology conferences since April 1977.The conferences provide training,
professional development, and a national forum for law enforcement executives, operational
managers,and technology and research staff to share best practices and lessons learned on a
broad array of new and emerging technologies.
This year, the Carlsbad Police Department's Senior Management Analyst was invited to present
at the conference regarding her expertise and experience with cross-jurisdictional notifications
and their impact on public safety in San Diego County. As a presenter, the Senior Management
Analyst will also be able to attend the conference.In addition to sharing useful information and
influencing other law enforcement agencies on San Diego County's current practices, the Senior

Management Analyst will also be able to attend substantive workshops and training with
practical, relevant content, gain new insights and knowledge to address operational issues, and
network with other agencies, practitioners, and industry-leading solution providers.
Fiscal Analysis
The cost of travel, lodging, and per diem, which will cost approximately $1,000, will be fully
funded by the Automated Regional Justice Information Sharing System (ARJIS)at no cost to the
City of Carlsbad.
Next Steps
If council approves the out-of-state travel,all travel arrangements for the conference will be
made by ARJ1S.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore, does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING OUT-OF-STATE TRAVEL FOR ONE POLICE SENIOR
MANAGEMENT ANALYST TO PRESENT AT THE 41ST ANNUAL
INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) TECHNOLOGY
CONFERENCE IN SAINT LOUIS, MISSOURI FROM MAY 22-24, 2017.
WHEREAS,the City Council of the City of Carlsbad, California has determined that one police
Senior Management Analyst will travel to Saint Louis,Missouri to present at the IACP Technology
Conference from May 22-24, 2017; and
WHEREAS,the IACP hosts an annual technology conference that provides attendees with top-
notch educational sessions; and
WHEREAS,the police Senior Management Analyst was invited to speak at the conference
regarding cross-jurisdictional notifications and their impact on public safety in San Diego County; and
WHEREAS,the funding for the entire trip, including travel, lodging, and per diem will be fully
covered by ARJIS;
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That out-of-state travel from May 22-24, 2017 is hereby authorized in accordance with
city policy for one police Senior Management Analyst to travel to St.Louis, Missouri to
present at the 41st Annual IACP Technology Conference.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on
the 9th day of May, 2017, by the following vote, to wit:
