Recommended Action Adopt Resolution authorizing the Carlsbad City Library to apply for a grant from the California Library Literacy Services Program (CLLS)and accept any award,and authorizing the Administrative Services Director to appropriate any funds received. Executive Summary Since 1990, when the California Library Literacy Services Program was created, the Carlsbad City Library became eligible for matching grant funds through the California State Library to support the Library's literacy services program. The Library has applied for and received the matching grant funds each year they have been awarded. Staff is requesting that the library staff apply for the FY 2017-18 CLLS grant. Discussion The California Library Literacy Services Program was established within the California State Library as a public library program designed to reduce illiteracy by providing English language instruction to native and nonnative English-speaking youth and adults residing in California. English-language instruction is defined as the development of basic skills of speaking, reading and writing in English. CLLS funding received by public libraries is authorized to be spent on English language literacy instruction to adults and youth not concurrently enrolled in school. To qualify for funding,all enrolled "learners" must meet the following criteria: •Age 16 years or older and not concurrently enrolled in high school •Seek literacy services in English with the ability to complete the intake interview in English •Complete an intake interview, are assessed and receive instruction, which may include one-to-one, small group and/or computer instruction •Establish one or more personal literacy goals; e.g., read a book, get a job, read to their children Item #5 May 9, 2017 Page 1 of 3 The public library shall meet certain "program essentials" in implementing the program including: •Literacy instruction is provided in response to the needs of the community •Dedicated staff are assigned to adult literacy services •Literacy services are provided in a public library setting •Instruction is free to the participant •Services are provided by trained volunteers •Literacy staff participate in their regional network •Library uses the CLLS "Roles and Goals" framework to gather outcome data on the impact of improved literacy on the learners' lives and the local community For fiscal year 2017-18, the State Library will follow a similar procedure as last year in determining how this matching grant program will be funded. The funding formula will provide a basic grant to each eligible literacy program.Subsequently,if additional funds remain,a second grant amount will be distributed to each eligible literacy program.The total State grant amount received for FY 2016-17 was $50,980. Fiscal Analysis The Carlsbad City Library meets the eligibility requirements for receiving State-matching funds. These matching funds are awarded by the State to extend or enhance existing literacy services. Grant funds will be used for instructional resources; annual recognition event; program support activities, equipment; and public relations. Next Steps Per the adopted resolution, the Carlsbad City Library will apply for a grant from the CLLS,accept any award, and request that the Administrative Services Director appropriate any funds received. WHEREAS,the Carlsbad Library Literacy Program provides training to meet the literacy needs of adults; and WHEREAS,the Carlsbad City Library Literacy Program supports the priorities of the City Council and the objectives of the Library; and WHEREAS,the California State Library will provide additional support for the Literacy Program with grant funds. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as follows: 1.That the above recitations are true and correct. 2.That the City Council authorizes the Carlsbad City Library to apply for a grant from the California State Library for the California Library Literacy Service Act funds. 3.That the City Council accepts any award of grant funds and authorizes the Administrative Services Director to appropriate any received funds to the library budget.
