Recommended Action
Discuss and provide comment to inform continuing staff efforts on the Arts & Culture Plan.
Executive Summary
In cooperation with consultant Lynn Osgood of GO collaborative, the Cultural Arts staff has
coordinated the discovery phase of the Arts & Culture Plan in March and April, 2017. Through
individual stakeholder interviews and targeted focus groups, this phase provided insights into the
perspectives on arts and culture in Carlsbad from a cross-section of the community. Based on
this ongoing dialogue, distinctive themes have begun to emerge which will guide the next steps.
Staff is seeking additional Council comments and discussion to inform continuing efforts on this
plan.
Discussion
The City of Carlsbad has a demonstrated commitment to fostering art and culture in the
community, understanding that the arts can add to the city's quality of life. The City of Carlsbad
can proudly claim to be the home of a rich and vibrant arts and culture community.
The Arts & Culture Plan is intended to operationalize the General Plan goals and policies by:
• Identifying community priorities for the next 10 years.
• Developing measureable objectives to support those priorities.
• Creating an implementation plan that includes strategies, tactics and resource needs.
GO collaborative is partnering with the city to develop the plan with three phases: Discover,
Envision and Develop. Consultant Lynn Osgood of GO collaborative has met with over 50
individuals through one-on-one interviews and focus groups during her two visits to Carlsbad in
March and April.
Five themes have resulted from an analysis of those initial conversations.
1. Enhance Carlsbad's Distinct Identity through Arts and Culture is centered in Carlsbad1s
unique history and quality of life and the distinctiveness that attracts and keeps
residents, visitors, business owners, and entrepreneurs. Many respondents expressed a
deep interest in seeing this sense of identity displayed more prominently in
neighborhoods, shopping areas, and places of business, as well as a great desire to see

the arts and culture bring more people together. Arts and culture were viewed as a way
to support the collective civic spirit unique to Carlsbad.
2. Support Art as an Essential Component of Daily of Life represents the desire by a great
number of people who were interviewed to experience art as an integrated part of their
everyday life. Many residents talked about their own artistic practices as musicians,
artists, actors, and writers, and many desired to have more opportunities to perform
and collaborate on creative projects with their fellow residents.
3. Expand Art and Culture Learning Opportunities embodies the comments by Carlsbad
residents who would like to see more opportunities for arts education. Recognizing the
essential role arts education plays in supporting a vibrant community, residents
expressed a strong desire for increasing educational opportunities for school-aged
children both within schools and through extra-curricular activities. Many of those
interviewed also discussed the need to create more extensive life-long creative learning
opportunities.
4. Enable Art to Enhance the Physical Realm is centered on the arts as an essential building
block for creating a strong and vibrant public realm. Residents recognized the strength
of the City's new public artwork and desired to see more throughout the city. It was
recognized that art in the physical realm supports the sense of pride and community
that residents felt could often be seen in the surrounding communities, but to a lesser
degree in Carlsbad.
5. Enrich a Strong and Thriving Business Sector focuses on arts and culture as a smart
choice for fostering a vital business sector. From lifelong learning opportunities, to a
vibrant physical realm, those who took part in interviews and focus groups recognized
that the ability to attract a skilled and innovative workforce, depended in large part on
being able to offer a sense of community vitality supported by a strong arts and culture
sector. Thus, the desire was expressed to increase the profile-of arts and culture in the
community in order to strengthen the general business environment.
At this preliminary stage, potential outcomes were identified including building on the vision
and framework for arts and culture established through Envision Carlsbad and General Plan
policies. It is important to recognize the perception of existing arts and culture opportunities in
Carlsbad and the experiences most valued by residents. An ongoing effort is needed to identify
opportunities that provide better access to the city's existing arts and cultural resources for the
community and visitors. Finally, resources and staff time will be needed to develop the arts and
cultural experiences the community would like to have in the future.
Osgood will return in May and June for a series of community workshops to continue a dialogue
with artists, educators, business people and community group leaders. A community survey
will be distributed in May 2017.
City Council is invited to participate in the upcoming public meetings.
Fiscal Analysis
Funding for the Arts & Culture Plan was approved in the FY 2015/16 budget for $165,000.

Next Steps
The staff of the Cultural Arts Office will continue follow-up efforts and will provide periodic
