Recommended Action
Adopt a resolution authorizing the purchase of a replacement Public Safety Mobile Command
Vehicle from Lynch Display Vehicles in an amount not to exceed $708,839 plus applicable sales
tax and licensing fees.
Executive Summary
A Public Safety Mobile Command Vehicle will be acquired using police contingency funds and
operated by the Police and Fire departments. The new vehicle has an expected lifespan of 15-20
years, with the ability to upgrade as needed, and will replace an existing mobile command post
that was purchased in 2008. The existing mobile command post has reached its end of life
without a feasible option to be upgraded.
The mobile command post will be used at planned city events, traffic and DUI checkpoints, as
well as unplanned events including, hazardous material events, large sewage spills, major traffic
collisions, hostage situations, barricaded suspects, and other human or natural disasters such as
fires, flooding, and large scale power outages. In addition, it will be used to liaison with the
Emergency Operations Center (EOC). The mobile command post will also provide a back-up
Communications Center and Emergency Operations Center should the Carlsbad Safety Center
become inoperable or temporarily disabled.
Discussion
Background
The current mobile command post has been in use since 2008. This vehicle has reached the end
of its useful life and no longer meets the need for a multi-functional mobile command center.
Due to equipment failure and lack of ability to reconfigure, the current platform cannot be
retrofitted to meet the existing and future needs of the city. The trade-in value of the existing
mobile command post will help offset a portion of the cost of the replacement.

Department Needs and Deficiencies
The current mobile command post uses technology that is nearly ten years old, and does not
cross function with current technology used region wide. For example, the mobile downlink
system was previously installed by 3C, who is no longer the vendor for wireless video
communication countywide. The county is currently using Visilink for wireless video
communication between the command post, Aerial Support to Regional Enforcement Agencies
(ASTREAL and other public safety agencies. It is physically impossible to remove the current
mobile downlink system and replace it with the new system due to current configurations and
weight limitations of the vehicle, which is already at its maximum weight capacity for its size.
The current mobile command post does not have a built-in restroom. During emergency
situations, such as fires, active shooters, and major injury traffic collisions, there are key
personnel who are unable to leave the scene. Having an onboard restroom has proven to be
essential during extended events in remote locations, or even residential areas, where there are
no public restrooms nearby. The new mobile command post will have a built-in lavatory that will
be available for personnel use.
The new mobile command post will allow police and fire department officials to adequately
conduct briefings with command level city employees, have established operational areas, and
provide the ability to conduct research, logistics, pre-planning and mapping, as well as provide a
reliable link to the EOC during large scale incidents and city events. It will allow for a multi-use
work space, configurable to 3 separate areas, with dedicated and specific functions to include:
command level tactical planning and policy discussion, an operational area for incident control,
and an interview, research, and intelligence gathering area.
Mobile Command Unit
A mobile command post is a command center with the ability to deploy into the community and
provide on-scene support for a myriad of events, both scheduled and unscheduled. With the
ever changing use of technology, tactics, and the types of emergency incidents that both police
and fire respond to, a properly deployed mobile command post will assist greatly in the priority
of community safety.
There has been an increase in need and use of the current mobile command post over the past
five years. As both Police and Fire enhance their operational techniques and increase the level of
technology and sophistication, the need to have an intelligent and central platform to conduct
planning and operations has become evident. In the past, both departments relied heavily on the
use of radios, pens, and paper in order to communicate. Today, both departments often work in
concert (Unified Command) and employ the use of web-based tracking, mobile cameras,
unmanned aerial vehicles, and media applications that have become the standard for proper
mitigation of major incidents. In addition, due to the advancements in global connectivity, the
ability to communicate to local, state and federal agencies has drastically changed the way we

operate and are imperative to resolution of most large scale events. The current platform either
limits or lacks the ability to use several of these techniques for planned and unplanned
operations. A new mobile command post will act as a sophisticated tool to provide staff the
ability to work smarter, more efficiently, monitor greater areas utilizing current technology, and
create a working environment conducive with the goal of keeping the community safe.
This vehicle will be available to incident commanders and includes a radio system, networked
computers, a meeting/briefing area, satellite television, a lavatory, and an A/V system that allows
video review at the incident from onboard cameras, links to unmanned aerial vehicle cameras,
and commercial media outlets. This adds tremendous value and added continuity in operations
by providing a common location to conduct planning, communications, and logistical support for
major city incidents and events. It provides a secure place for these tasks to be accomplished out
of public view and out of the weather elements, and allows for an expanded dispatch for use
during a brick and mortar failure of the safety center.
The vehicle will be used at planned special events such as the Carlsbad Marathon, Carlsbad 5000,
the Spring and Fall Village Street Faire, Oktoberfest, DUI checkpoints, and large planned multi-
agency operations. More importantly, this vehicle will be used for unplanned events to include
but not limited to major traffic collisions, major crimes that have intense evidence collection and
preservation requirements, large brush fires, human or manmade disasters, hostage situations,
active shooter incidents, large hazardous material incidents, downed aircraft, long term power
failures, and large commercial structure fires to name a few. The enhanced incident management
capabilities this vehicle provides will permit more effective operations in mitigating emergencies
and will allow for efficient recovery after the emergency is over, which ultimately provides for a
safer community.
The vendor for the mobile command post, Lynch Display Vehicles, is part of a US Communities
cooperative purchase program, leveraging more than 55,000 member agencies. Carlsbad
Municipal Code section 3.28.100 authorizes the Purchasing Officer to use Cooperative Purchasing
Agreements when those agreements are deemed to be in the best interest of the city and have
been awarded in a competitive manner. The Purchase Contract has been reviewed by the city's
Purchasing Officer who has found the contract to be in compliance with the city code.
Fiscal Analysis
The purchase ofthe public safety mobile command vehicle requires an appropriation of $708,739
(plus applicable sales tax and licensing fees) for the replacement of the current vehicle. This
amount includes a $52,418 discount for the trade-in of the department's current mobile
command vehicle. Staff recommends appropriating the funds from the police department's
contingency budget. Sufficient funds are available in the police department's contingency
account to accommodate this request.

Next Steps
If the Council approves the purchase of the Public Safety Mobile Command Vehicle, a purchase
order will be opened to begin the purchasing process with the vendor. The vendor will begin the
building of the Public Safety Mobile Command Vehicle. The process and construction will take
approximately 270 days to complete. A mid-build and final-build inspection will take place to
ensure that the project is completed to the city's specifications.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.

Studs feature machined wire pass-throughs, and raised adhesive control features on base.
• 1-beams chemically bonded to sidewalls eliminating the need for additional rivets. Buck-rivets
will be used to fasten the top, bottom and rub rail. Use of two-sided tape is not acceptable.
• Body shall have 0.125" strain-hardened aluminum alloy 5052-H36 side panels. The upper
panels shall be free of rivets allowing for smooth graphics application.
·Skirt supports, 1.5 x 1.5 x 0.125 angle to reinforce skirt edge and hold bottom edge in a
straight line. 0.188 x 1.00" flat braces placed at 4' intervals and riveted to lower wall angle and
floor to maintain sidewall skirt rigidity.
• Fender flares, 1.38" x 2.25" x 0.090" roll formed and radiused 5052-H32 aluminum sheet,
mechanically fastened to wheel opening. Edges sealed against moisture.
• NFPA 1901 embossed 0.125" aluminum tread plate roof attached to 3" x 1 1 /2" x 0.125
extruded aluminum roof bows on 16" centers. Bows are 2" skip welded every 12" Tread plate
seams shall be continues welded. Perimeter of roof shall be chemically sealed.
• Extruded aluminum floor with interlocking planks, 1.88" high x various widths, 0.125" top
surface. 6005-T5 alloy and temper. Heavy-duty thick-wall extruded planks fore and aft of all
floor cutouts and every 5th plank in all other areas. Planks made of 6005-t5 alloy and temper,
0.250" thick top surface.
• Full width 3" deep heavy-duty aluminum rear bumper, painted to match the body.
• Full length skirting below floor.
·All clearance and side marker lights to be LED.
• Standard structural warranty of 5 years or 50,000 miles and standard component warranty of
12 months or 12,000 miles.
·The vehicle shall be fully sanded on all exterior surfaces with no more than 150 grit to assure
removal of imperfections in metal surface. All aluminum shall be chemically etched and primed
prior to painting. Base body color shall be oven baked and painted to commercial truck
standards.

• Wire terminals for added circuits must conform to MIL-T-7928. Terminals shall be insulated,
insulation grip, TYPE II , CLASS 2 and shall be crimped with tooling recommended by the
terminal manufacturer.
• All wiring shall be numbered or lettered on 6" centers minimum.
• Wiring shall be protected from chafing and abrasion with convoluted polyethylene tubing (wire
loom) as required.
• Where wire passes through sheet metal, bulkheads and structural supports, plastic grommets
shall be used to protect both wiring and wire looms.
• All wire bundles shall be tied with trimmed nylon ties.
• Extreme care shall be exercised to provide for easy serviceability of the system in future
years.
• Extreme care must be taken in the installation to avoid the engine manifold, engine exhaust,
and muffler, which could expose the wiring to severe overheating during long periods of
operation. Proper insulation and heat deflection panels must be installed in such areas.
• A high-current 12Vdc system wiring schematic shall be provided.

22.10 LDV warranty, covering 1 year or 12,000 miles for manufacturer's defects in materials and
workmanship. Refer to LDV warranty statement for details of warranty coverage.
22.11 Note: P,roject scope does not include certain tasks or costs that are the responsibility of the
customer unless clearly specified as LDV supplied. These items include, but are not limited to:
• Radio and telephone system programming.
• Activation and service fees for cellular telephones, satellite telephones, satellite TV, satellite
internet access.
• Loading and configuring computer software.
In the event of a discrepancy between the drawing and specification, the specification will
supersede. LDV reserves the right to make substitutions of equal quality and specifications of
