Recommended Action Adopt a Resolution approving the plans and specifications and authorizing the city clerk to advertise for bids for the Carlsbad Boulevard Bridge improvements over the Encina Power Station discharge channel, Project Nos. 6014 and 6053. Executive Summary Bridge railing improvements are needed for the Carlsbad Boulevard Bridge over the Encina Power Station discharge channel, approximately one half-mile north of Cannon Road. Currently there are no bridge railings on either side of the roadway. The construction of bridge railings will increase the safety across the bridge for vehicles, bicyclists, and pedestrians. The railings will complement the aesthetic characteristics of the existing sea wall along the west side of Carlsbad Boulevard to the north and south of the bridge. Discussion The Carlsbad Boulevard Bridge was constructed in 1954 and is a 2-span reinforced concrete culvert. The bridge consists of sidewalks, bike lanes, and two vehicle travel lanes in each direction with a raised concrete median. Currently, chain-link fences located behind the sidewalk on both the west and east sides of the bridge are the barriers at the edge of the structure. In addition to the bridge railing construction, the project will replace the water pipeline attached to the east side of the bridge. The construction documents prepared for the project include performance standards and specifications which govern construction as well as a one year warranty period. On Nov. 12, 2012, City Council authorized a Professional Services Agreement to design the west side bridge railing (Resolution No. 2012-251). At that time, Poseidon Resources was planning to proceed with the design and construction of the easterly bridge railing. On March 12, 2014, the city accepted a payment of $338,454.67 from Kiewit Shea Desalination (KSD) for design and construction of the barrier rail on the east side of the bridge. The design agreement was subsequently amended to include the easterly bridge railing, and City Council authorized another amendment to extend that agreement (Resolution No. 2015-267). Page 92 Fiscal Analysis Sufficient funds are available to complete the project, from Federal Highway Bridge Program (HBP) funds, TransNet-Local funds and a payment from KSD to satisfy project conditions. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. Staff will then return to City Council with a recommendation to award the contract to the identified bidder. Environmental Evaluation (CEQA/NEPA) This project is exempt from California Environmental Quality Act {CEQA) review pursuant to CEQA Guidelines Section 15301(d)-Existing Facilities-restoration or rehabilitation of existing facilities that are deteriorated or damaged and are required to meet current standards of public health and safety involving negligible or no expansion of use. This project is also exempt from the National Environmental Policy Act (NEPA) review pursuant to NEPA Regulations 23 CFR 771.117(c): activity (c)(28)-Bridge rehabilitation, reconstruction, or replacement or the construction of grade separation to replace existing at grade railing crossing, if the actions meet the constraints in paragraph (e) of this section. CaiTrans made a NEPA determination on Jan. 6, 2015, which indicates the project is exempt and has no significant impacts or unusual circumstances. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was posted and distributed at least 72 hours prior to the meeting date. Page 93 Exhibits 1. RESOLUTION NO. 2017-089 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE BIDS FOR THE CARLSBAD BOULEVARD BRIDGE IMPROVEMENTS OVER THE ENCINA POWER STATION DISCHARGE CHANNEL, PROJECT NOS. 6014 AND 6053. WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable and in the public interest to improve the Carlsbad Boulevard Bridge over the Encina Power Station discharge channel; and WHEREAS, the plans, specifications and contract documents for the Carlsbad Boulevard Bridge improvements over the Encina Power Station discharge channel, Project Nos. 6014 and 6053, have been prepared and are on file in the Public Works Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, Federal Highway Bridge Program funds, TransNet-Local funds and a payment from Kiewit Shea Desalination for Project Nos. 6014 and 6053 have been appropriated and are sufficient. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents for the Carlsbad Boulevard Bridge improvements over the Encina Power Station discharge channel, Project Nos. 6014 and 6053, are hereby approved. 3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Carlsbad Boulevard Bridge improvements over the Encina Power Station discharge channel, Project Nos. 6014 and 6053, in accordance with the plans, specifications, and contract documents referred to herein.
