advertise for bids for the Corrugated Metal Pipe Replacement Program Project -Carlsbad
Boulevard North of Island Way, Project No. 6607.
Executive Summary
This project, which is part of the city's ongoing Corrugated Metal Pipe (CMP) Replacement
Program, will replace the storm drain system servicing north bound Carlsbad Boulevard just north
of Island Way. Staff recommends approval of the project plans and specifications, and
authorization to advertise for construction bids.
Discussion
The CMP Replacement Program was established to replace, repair, or remediate deteriorated
CMP storm drain systems throughout the city. The pipelines included in the program were
identified after city staff inspected and assessed the condition of the CMP storm drain pipelines.
The storm drain system crossing north bound Carlsbad Boulevard, just north of Island Way, was
inspected in March 2016 using closed circuit television (CCTV) technology. The inspection
revealed that the pipe structure is compromised at several locations. Staff then prioritized this
system for removal, replacement and repair.
The project will remove 300 feet of CMP pipe and replace it with reinforced concrete pipe (RCP).
The remaining 390 feet of CMP pipe is structurally intact, but has deteriorated, and will be lined
with a cured-in-place pipe lining. In addition, a curb inlet and 240 feet of asphalt berm along the
roadway shoulder will be installed to improve street drainage conditions.
Fiscal Analysis
There are sufficient Infrastructure Replacement Funds available in the CMP Replacement
Program to complete the Carlsbad Boulevard CMP Replacement Project. A summary of
estimated construction costs and available funds is shown below:

Next Steps
A Request for Bids to construct the project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then return
to City Council with a recommendation to award the contract to the identified bidder.
Environmental Evaluation (CEQA)
The project is exempt from environmental review per CEQA Guidelines Section 15303(d),
concerning new construction of small structures such as utility extensions and street
improvements and Section 15302(c) concerning replacement or reconstruction of existing utility
systems involving negligible or no expansion of capacity.
Public Notification
While no public notice is required to authorize bidding, the public will be notified in advance of
the construction activities using multiple media methods such as signage, email, website, and
other city communication channels. The construction contractor will also be required to notify
the public of construction activities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE
CORRUGATED METAL PIPE REPLACEMENT PROGRAM PROJECT-CARLSBAD
BOULEVARD NORTH OF ISLAND WAY, PROJECT NO. 6607.
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable, and in the public interest to construct the Corrugated Metal Pipe (CMP) Replacement
Program Project-Carlsbad Boulevard North of Island Way, Project No. 6607; and
WHEREAS, the plans, specifications and contract documents for said project have been
prepared and are on file in the Public Works Department ofthe City of Carlsbad and are incorporated by
reference herein; and
WHEREAS, there are sufficient CMP Replacement Program funds available to complete the
Carlsbad Boulevard North of Island Way, Project No. 6607; and
WHEREAS, the project is exempt from CEQA per State CEQA Guidelines Section 15303{d),
concerning new construction of small structures such as utility extensions and street improvements
and Section 15302{c) concerning replacement or reconstruction of existing utility systems involving
negligible or no expansion of capacity; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the CMP Replacement
Program Project-Carlsbad Boulevard North of Island Way, Project No. 6607, are hereby approved.
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of the CMP
Replacement Program Project -Carlsbad Boulevard North of Island Way, Project No. 6607, in
accordance with the plans, specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 23rd day of May, 2017, by the following vote, to wit:
