Recommended Action
Adopt a Resolution appointing one member to the Traffic Safety Commission.
Executive Summary
Commissioner Kathryn Fox resigned in April 2017 (Exhibit 2) leaving an unscheduled vacancy on
the Traffic Safety Commission. Commissioner Fox was initially appointed in August 2012 to
replace Commissioner Guy Roney. She was then reappointed for a second term in October 2016.
Commissioner Fox's term was scheduled to expire in July 2020. The City Clerk's office has
received applications from the following residents (Exhibit 3):

Discussion
Commissioner Kathryn Fox resigned from the Traffic Safety Commission in April 2017. Ms. Fox's
term was scheduled to expire in July 2020. Carlsbad Municipal Code Chapter 2.28 states that the
Traffic Safety Commission shall consist of five members, appointed by the Mayor with the
approval of the City Council. Therefore, an appointment to serve the remainder of Ms. Fox's
term is now required.
Other members of the Traffic Safety Commission are: Monica Gocan, Chuck Hunter, Fred Muir
and Ervin Poka.
NOTE: Members of the Traffic Safety Commission are subject to the provisions of the Political
Reform Act, and must file a Statement of Economic Interests.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING ONE MEMBER TO THE TRAFFIC SAFETY
COMMISSION
WHEREAS, Commissioner Kathryn Fox resigned in April2017; and

WHEREAS, there is currently one unscheduled vacancy on the Traffic Safety Commission, and
WHEREAS, Commissioner Fox was initially appointed in August 2012 to replace Commissioner

Pedestrian Master Plan, and Traffic Calming Program.
Participated in development of the application to the League of American Bicyclists which
resulted in Oceanside becoming the first Bicycle Friendly Community in San Diego
County in 2008.
Volunteered and served on Oceanside Coast Highway Corridor Study Steering
Committee.
After becoming a League of American Bicyclists Certified Instructor, I became a
volunteer instructor for Traffic Skills 101/Smart Cycling Classes in Oceanside. Since 2009
more than 700 students have attended the Classroom Session of this 9 hour course, with
more than 500 graduating by completing both the Classroom and Road Sessions, and by

I had a career at the IBM Corporation where I was National Sales Leader for two years in addition to receiving
numerous awards every year I was an IBM sales representative. After I was promoted to IBM headquarters, I
received awards for my instrumental role in successfully launching the IBM PC. Following my career at IBM, I went
on to work at different small well-regarded companies with concentrations in Customer Relationship
Experience: Management (CRM) consulting, financial asset management seNices, consumer products, and business
intelligence aerospace software. I also spent several years working for my town in managing a $80 million school
building program. Additionally, I was an elected representative in my town on the legislative body.
I have always tried to find ways to help the community. I volunteer for the City of Carlsbad. Some of my volunteer
activities have included hosting two workshops at the Carlsbad Love It! conference.
Community I have a passion about keeping Carlsbad beautiful. In addition to participating in Trail Clean Ups, I pick up litter in

Graduated high school. Attended Southwestern, Mira Costa, and San Diego City
Colleges. Majored in business. Also attended several management and logistic courses
provided by the Federal Government during my employment.
I worked for the Department of Defense, both U.S. Navy and U.S. Marine Corps for over
34 years. I worked in the aviation and tactical systems environment. I managed an
engine tracking program for the F/A-18 program while at North Island Aviation Depot. I
was a configuration manager at Camp Pendleton. I have received several performance
awards.
I have lived in Carlsbad over 37 years. During this time, I have been on several boards. I
was on the North Island Ski Club Board for years. I also was on the Black Diamond Night
board, an event that raised $30,000 each year for disabled skiers. My friend and I
created an emergency contact information program (bat tags) for the North Island Senior
c . Softball League. I have been a member of the Terramar Association Board of Directors. I A~t:~i~~:1ty am also the coordinator for our neighborhood book club. I have played in the North
County Senior Softball League for over 15 years.
I have been interested in Carlsbad traffic issues over the years. I have previously
addressed the Traffic Safety Commission regarding RV parking in Carlsbad. In addition, I

I have lived ih Carlsbad for 15 years and have been involved in local traffic issues for the past seven.
During that time, I have enjoyed reviewing the extensive transportation policy and budget documentation
created by the City, as well as traffic planning guidance documents produced by government and industry.
More importantly, I have worked closely with Carlsbad Transportation Department staff in a variety of
areas, including the Traffic Monitoring Program, traffic impact analyses used for environmental review,
the new Mobility Element of the General Plan, etc. I feel that I have provided well-researched,
Experience: independent information that contributed positively to outcomes. I am enthusiastic about the prospect of
continuing to provide this type of feedback in a more formal way on the Traffic Safety Commission.

I have been on the Boards of Directors of multiple non-profit organizations involved in
recreational, quasi~governmental, and political activities. In addition, I have worked for the
Burnham Institute and multiple start-up biotechnology companies in the area of cancer
diagnostics.
If appointed, my primary goal would be to achieve, in a fiscally responsible way, the proper balance of
safety and aesthetics for local residents with efficient service for pedestrian, bicycle, vehicle, and mass
transit users, which is dependent on the context of the individual roadways.

This is a five member Commission. Members serve four year terms. Members study all matters
referred to it concerning traffic and pedestrian safety.
Requirements: Members must be Carlsbad residents and registered voters.
Term: Complete an unexpired term-present to July 2020.
