Per the Personnel Rules, the city has met and conferred with the Carlsbad Police Officers'
Association (CPOA) and the Carlsbad City Employees' Association (CCEA) concerning the
changes affecting represented employees. The CPOA, CCEA, Part-Time and Management Salary
Schedules have been revised accordingly.
Fiscal Analysis
There is no fiscal impact associated with the administrative changes proposed in this staff
report. The fiscal impact associated with the Open Water lifeguard "pilot program" is detailed
in the approved Resolution #2017-062. The fiscal impact associated with the Police Ranger
"pilot program" is detailed in the approved Resolution #2017-210.
Next Steps
Staff recommends adopting the new job classifications, revising the current job classifications,
and deleting the existing job classification as proposed and amending the affected salary
schedules.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEOA in that it has no potential to cause either a direct physical change in
the environment, or a reasonable foreseeable indirect physical change in the environment; and
therefore, does not require environmental review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING, ELIMINATING NEW AND REVISED JOB
CLASSIFICATIONS, REVISING THE CARLSBAD HOURLY SALARY
SCHEDULE, CARLSBAD POLICE OFFICERS' SALARY SCHEDULE AND THE
MANAGEMENT SALARY SCHEDULE
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
adopt, revise or eliminate job classifications and job titles as necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That revisions to the job classifications Mail Clerk/Messenger, Senior Web
Engineer, Housing and Neighborhood Services Director be adopted as stated in
Exhibit 2.
3. That the new job classifications Police Ranger and Building Official be adopted

various permits and prepare monthly, quarterly, and annual reports regarding these
records.
Collect and deliver interdepartmental and U.S. mail and packages; deliver City mail to
City offices.
Act as the City's liaison to the U.S. Postal Service in implementing mail regulation
changes, resolving scheduling problems and other mail related issues to ensure efficient

Plan work and delivery route schedules.
Drive a City automobile, van, or light truck.

Under general direction the Senior Web Engineer manages the design, format and functionality
of the city's entire Internet and Intranet presence by determining the needs of the organization
and the requirements for the Internet and Intranet systems. The Senior Web Engineer may
supervise or lead the work of direct reports or other staff assigned during various projects.
KEY RESPONSIBILITIES:
Participates in the Information Technology Department's strategic planning efforts;
Serves as a project manager on key technology projects as assigned; develops dashboards and
management reports for users to track project progress and status;
Manages day-to-day operation of the city's Internet and Intranet sites including the transfer,
testing, and updating of Web materials, consults with city departments on the use of alternate
website(s);

The Housing and Neighborhood Services Director plans, directs, coordinates and
manages the activities of the Housing and Neighborhood Services Department which
seeks to improve or enhance the quality of life and sense of community for those who
live and/or work in Carlsbad by providing enhanced connections to City information and
services and through focused neighborhood enhancement programs, preservation and
code compliance services, community engagement and outreach services, and provision
of affordable housing opportunities.
DISTINGUISHING CHARACTERISTICS:
This incumbent provides general strategic and administrative direction to the City
divisions/programs that are assigned, which typically include Affordable Housing
development and rental assistance, rental housing compliance and resale
administration, Community Development Block Grant (CDBG), HOME and other grant
programs, Homeless response and community services, , Volunteers, Neighborhood
Code Enforcement Services, and Community Leadership development programs
KEY RESPONSIBILITIES:
Provide connections between city government and its residents through information
sharing and outreach.
Augment, support and coordinate, where necessary, the activities of city
departments/divisions involved in providing direct services to neighborhoods; act as

KEY RESPONSIBILITIES:
Provide connections between city government and its residents through information

Augment, support and coordinate, where necessary, the activities of city

neighborhood associations and other public groups.
Develop and implement programs to enhance community connectivity among residents/

Ensure that Housing and Neighborhood Services programs support the City's mission,
vision, goals, policies and procedures.
Monitor legislation relevant to programs offered by the Department and respond

Direct the preparation and administration of the recommended departmental work
program and annual budget.

EDUCATION AND EXPERIENCE
Bachelor's degree and preferably a graduate degree from an accredited college or
university with major course work in business administration, public administration,

Ten years of progressively responsible professional work experience in municipal
government administration or in a closely related field. Experience at an administrative
or management level required; minimum five years of supervisory experience.
