Recommended Action Adopt a Resolution accepting a $25,000 donation from the Carlsbad Friends of the Arts in support of the FY 2017-18 cultural arts programs and the 2017 TGIF Concerts in the Parks summer concert series. Executive Summary The Carlsbad Friends of the Arts has generously offered to donate $25,000 to City of Carlsbad's Library & Cultural Arts department in support of FY 2017-18 cultural arts programs and the 2017 TGIF Concerts in the Parks summer concert series. Discussion The Carlsbad Friends of the Arts is a non-profit, community-based organization, founded in 1987 with the mission to support cultural arts programs and activities in the City of Carlsbad. The Friends raise funds through opportunity drawings conducted at the TGIF concerts, advertisements in a souvenir program distributed at the concerts and through their membership program. The donation will support ongoing cultural arts programs and TGIF operational services such as shuttle buses, porta-toilets, truck rentals, trash and recycling services, and supplies at the concerts. A letter of appreciation will be sent on behalf of the City of Carlsbad and the Library & Cultural Arts Department to acknowledge the ongoing support from the Friends ofthe Arts in championing cultural arts programming. Fiscal Analysis The donation from the Carlsbad Friends of the Arts will provide partial funding for Cultural Arts Office programs and the TGIF Concerts in the Parks concert series, which is regularly funded, in part, by donations. Next Steps Per the adopted resolution, the City of Carlsbad Library & Cultural Arts Department will apply these funds as stated above to support the identified programs and services. Page 29 Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. Exhibits 1. Page 30 RESOLUTION NO. 2017-118 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF A $25,000 DONATION FROM THE CARLSBAD FRIENDS OF THE ARTS. EXHIBIT 1 WHEREAS, the City Council of the City of Carlsbad, California has determined that the Carlsbad Friends of the Arts have generously offered to donate $25,000 to the City of Carlsbad's Library & Cultural Arts department; and WHEREAS, acceptance of this donation will provide support of the FY 2017-18 cultural arts programs and the 2017 TGIF Concerts in the Parks summer concert series; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council accepts with thanks the donation of $25,000 from the Carlsbad Friends of the Arts. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 27th day of June, 2017, by the following vote, to wit: AYES: M. Hall, K. Blackburn, M.
