Executive Summary The terms of Trustees Hulsart and Parsons will expire on June 30, 2017, leaving two vacancies on the Library Board of Trustees. Ms. Hulsart and Ms. Parsons were appointed in June 2013. Both are eligible for reappointment and have submitted letters requesting reappointment (Exhibit 2). The City Clerk's office has received applications from the following residents wishing to serve on the Library Board of Trustees (Exhibit 3): • Neal Presa • Madeleine Szabo • Shantella Slaten • Ronald Levitt • Kenneth Kales • Gwen Nelson Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. Carlsbad Municipal Code Chapter 2.16 states that the Library Board of Trustees shall consist of five members, appointed by the Mayor with the approval of the City Council, Other members of the Library Board of Trustees are: Sherman DeForest, Wendy Hinman, and Dane Pearson. Members of the Library Board of Trustees are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Page 212 Next Steps Following the appointment of two member to the Library Board of Trustees, the City Clerk's office will update the Commission roster and coordinate the oath of office and f iling of the appointees Statement of Economic Interests. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M . Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. During this time I have faithfully attended the meetings and been an active participant on the board. This year, I have served as the Carlsbad Library Board of Trustees liaison to the Carlsbad Library and Arts Foundation Board. During my fust term, I also served on the working committee for the Interiors and Redesign of the Dove and Cole Libraries. This work with Library Staff and Liaisons from other boards was fascinating and rewarding. I am so proud to have had input in the beautiful results of our spectacular refurbished and redesigned Cole and Dove Libraries! I just fell in love with the city. I have always been impressed with the quality of life here, and the leadership at the City level that has worked hard and diligently to assure that Carlsbad is now, and will always be the finest place to live in California. When I joined the university faculty at Cal State San Marcos in 1992 to develop their special education credential and masters degree programs, I had the opportunity to visit the surroundings cities while looking for a place to live; none could compare to the quality of life here in our fine City. I feel so fortunate to have been able to purchase a home in Olde Carlsbad in 1994. As my heart is really in this city, I have served in many ways on various boards and organizations in Carlsbad. 2 Page 217 The libraries of Carlsbad -Cole, Dove, and the Learning Center have always been a very large part of my life over the past 21 years. I have also taken the genealogy class at Cole, and the e-book class at the Learning Center. I use the library services weekly. Sandy Parsons A native Californian, Dr. Parsons earned her Bachelors degree in Social Science and Psychology at Cal Poly San Luis Obispo and her Masters degree and teaching credentials in both Elementary and Special Education at Cal State Los Angeles. She was awarded an earned doctorate at The University of Texas, Austin in 1982. She has also completed a Post Doctorate: Assistive Technology at The University of Kentucky in 1990; and completed a Certificate in On-Line Design of Instruction at UCLA in 2000. She is a lifelong learner. Dr. Parsons came to Cal State San Marcos in 1992, the third year classes were offered, as Founding Coordinator of the Education Specialist in Special Education at Cal State San Marcos. She led the development of the first special education credential programs in the then College of Education. This is her 20th year of teaching and leading at Cal State San Marcos. She also led the re-purposing of credential courses from traditional classroom delivery to online delivery of instruction. Sandy has done extensive international work. She was awarded the prestigious Kellogg-Partners of the Americas Fellowship in International Development in 1985, and her work involved bi-hemisphere seminars and projects related to her field of special education. Over the past 30 years, her numerous international projects in Colombia, Uruguay, and Russia have been funded by Partners of the Americas, the Organization of American States (OAS) and United States Agency for International Development (USAID): Citizens Democracy Corps (CDC) respectively. A Carlsbad resident since moving back to Southern California in 1992, she has served on the Board of Carlsbad Education Foundation for ten years, the Carlsbad Boys and Girls Club for two years, the Carlsbad Chamber of Commerce Education Committee since 2010, and has volunteered for the Carlsbad Barrio Association for various events over the years. In addition to participating in Trail Clean Ups, I pick up litter in Activities: my neighborhood every day, as well as encourage others to do so. As the American Library Association (ALA) reports, our libraries are evolving to encompass technology and broaden outreach beyond traditional education to include partnerships and community services such as serving as centers for employment resources, busi- ness alliances, civic involvement, as well as for personal enrichment through film series, lectures series, author readings, writing classes, and reading groups. New research also shows that the digital revolution as it relates to reading books has been met with a new force; actually it's an old one-an old technology; quite simply the printed page. While initially it was thought that print was dead due to the arrival of ebooks, in fact over the last several years the number of people reading ebooks has leveled off and is now in decline as the number of readers of print books continue to rise. There are a few related points that are particularly interesting in regards to the role of our Carlsbad libraries. The first is that studies show comprehension levels are higher when reading from a page than from a screen. Secondly, neuroscientists show that deep immersive reading is beneficial for the health of the brain i.n that it not only exer- cises cognitive abilities, but it contributes to what is now widely regarded to be the over- all health benefits of mindfulness This movement toward mindfulness, which essentially is a higher degree of self-awareness, is being embraced by corporations to improve per- formance and by traditional medicine to improve quality of life. This societal trend toward mindfulness calls into play the changing role of libraries. As we advance as a community, the overall health benefits from reading, from embracing cultural arts such as literature, and from the sense of community that our libraries offer, are sure to grow as well. I believe that I can serve our city by congenially helping the- Dove and Cole libraries further those benefits.
