advertise for bids for the La Costa Avenue Storm Drain Replacement (La Coruna Place), Project
No. 6602.
Executive Summary
This project will replace a surface drainage system with an underground system and resurface
the damaged roadway pavement. Since the road was in need of repair and the storm drain
system was not functioning, both construction activities have been combined into one project.
The La Costa Avenue Storm Drain Replacement Program addresses storm drain deficiencies
along the La Costa Avenue corridor is funded by the Infrastructure Replacement Fund. The
Pavement Management Program addresses roadway maintenance throughout the city and it is
funded by a combination of Gas Tax, TransNet Local funds and host fees associated with the
trash transfer station.
Discussion
The La Costa Storm Drain Replacement Project was established to improve the drainage
conditions along the La Costa Avenue corridor. La Coruna Place is a residential street along this
corridor that has experienced surface ponding of water due to the absence of adequate
drainage infrastructure. The proposed system will capture and convey drainage from La Coruna
Place to an existing storm drain system in La Costa Avenue. In addition, La Coruna Place will
receive a 2-inch overlay consistent with and funded by the city's Pavement Management
Program.

Next Steps
A Request for Bids to construct the project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then
return to City Council with a recommendation to award the contract to the identified bidder.
Environmental Evaluation (CEQA)
The project is exempt from the California Environmental Quality Act {CEQA) review pursuant to
CEQA Guidelines Section 15301(b)-repair and minor alteration of existing facilities, including
public utility services, involving negligible or no expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. The public will be
notified in advance ofthe construction activities using multiple media methods such as signage,
email,, website, and other city communication channels. The construction contractor will also be
required to notify the public of construction activities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE LA COSTA
AVENUE STORM DRAIN REPLACEMENT (LA CORUNA PLACE), PROJECT NO.
6602.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable, and in the public interest to construct the La Costa Avenue Storm Drain Replacement (La
Coruna Place), Project No. 6602; and
WHEREAS, the plans, specifications and contract documents for said project are on file in the
Public Works Department of the City of Carlsbad and are incorporated by reference herein; and
WHEREAS, the project is exempt from CEQA per State CEQA Guidelines Section 15301(b) -
repair and minor alteration of existing facilities, including public utility services, involving negligible or
no expansion.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the La Costa Avenue Storm
Drain Replacement (La Coruna Place), Project No. 6602, are hereby approved.
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of the La Costa
Avenue Storm Drain Replacement (La Coruna Place), Project No. 6602, in accordance with the plans,
specifications, and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 27th day of June, 2017, by the following vote, to wit:
