Recommended Action Adopt a Resolution authorizing execution of an Agreement with Domus Studio Architecture, Inc. to provide bridging consultant services for the reconstruction of Fire Station 2, Project No. 4060, for an amount not to exceed $237,310. Executive Summary Measure O passed on Nov. 8, 2016, authorizing expenditures from the General Fund for the reconstruction of Fire Station 2. To start this work, staff seeks Council approval to retain a consultant to evaluate site conditions and constraints and develop bridging documents for a design-build proposal solicitation. Discussion The City ~ouncil placed Measure O on the November 2016 general election ballot by adopting Resolution No. 2016-115. Measure O authorizes expenditures from the General Fund for the reconstruction of Fire Station 2, in compliance with Carlsbad Municipal Code section 1.24.030. Measure O passed, allowing the City Council to approve an allocation between $7 million and $10.5 million from the General Fund balance to design and reconstruct Fire Station 2, located on Arenal Road, adjacent to the Omni La Costa Resort and Spa. Constructed in 1969 for one full-time firefighter and a yearly call volume of less than 250, the existing Fire Station 2 today maintains a staff of five full-time firefighters and responds to approximately 4,000 calls a year. The station, designed to house fire apparatus built in the 1960s, is too small to house the fire apparatus currently used by Public Safety staff. Inadequate storage for crucial equipment including fire hose, firefighting apparel, and medical supplies is a concern at this facility. In addition, the station lacks the fire separation required by the current building code between the fire apparatus parking area, the working and living spaces, and the medical equipment supplies. Reconstruction of Fire Station 2 will occur at the station's existing site. During the reconstruction work, Fire Station 2 staff will operate out of temporary facilities at a site yet to be determined. The reconstructed fire station will (1) have enlarged fire apparatus bays to accommodate new, modern fire response vehicles, (2) be built to current building and seismic codes with consideration for green technologies, (3) have gender specific facilities for the modern workforce, (4) ensure medical supplies and living quarters are not exposed to carcinogens from firefighting equipment, (5) meet Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) standards, and (6) follow~the architectural design elements of the surrounding community. Given the project's challenging site constraints, staff has chosen the design-build project delivery method over the design-bid-build project delivery method to allow a greater level of design and construction creativity. The first step in the design-build project delivery method is to develop project criteria, or bridging documents, to disclose all site conditions and constraints known to the city and to convey the city's requirements for the finished project. The bridging consultant will coordinate geotechnical and environmental evaluations, and other site information to ensure that a cost effective design can be constructed within the approved budget. On April 14, 2017, staff posted a Request for Qualifications (RFQ) on Planet Bids for bridging consultant services. On May 11, 2017, responses to the RFQ were received from four firms. Upon receipt of the responses, a selection committee comprised of city staff reviewed and evaluated the submittals. Responses to the RFQ were evaluated pursuant to Municipal Code section 3.28.060. Each firm was evaluated on adherence to RFQ content and submission requirements, depth of company experience on design-build projects, proposed design-build team's similar project experience, project approach, consultant experience with claims avoidance, and consultant experience working for Southern California municipalities. Upon review ofthe evaluations and interviews with the top two firms, staff recommends awarding an agreement for bridging consulting services to Domus Studio Architecture, Inc. for an amount not to exceed $237,310. Fiscal Analysis The Agreement with Domus Studio Architecture, Inc. is for an amount not to exceed $237,310. A total of $1 million in the current fiscal year has been appropriated in the General Capital Construction Fund for the reconstruction of Fire Station 2, Project No. 4060 as shown in the table below: FIRE STATION 2 RECONSTRUCTION, PROJECT NO. 4060 Current Appropriation $1,000,000 Current Expenditures/Encumbrances $0 TOTAL AVAILABLE $1,000,000 Design Bridging Documents -Dom us Studio Architecture, Inc. $237,310 ESTIMATED DESIGN COSTS FOR BRIDGING DOCUMENTS $237,310 REMAINING BALANCE $762,690 ADDITIONAL APPROPRIATION NEEDED $0 Next Steps Once the agreement is executed, staff will direct Dom us Studio Architecture, Inc. to begin work. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, hiring a consultant for design work does not constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. However, the reconstruction of the existing fire station will require completion of an initial study to determine the level of environmental review that would be required to construct the fire station. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1.
