Subject: Adopt a Resolution Appointing Two Members to the Traffic Safety Commission Recommended Action Adopt a Resolution appointing two members to the Traffic Safety Commission. Executive Summary Commissioners Muir and Hunter's terms expire in July 2017 leaving two scheduled vacancies on the Traffic Safety Commission. Commissioner Muir was initially appointed in August 2012 to fulfil a partial term for Commissioner Gallagher. He was then reappointed in July 2013. Commissioner Hunter was initially appointed in July 2013 to replace Commissioner Valderrama. Both Commissioners have submitted requests for reappointment (Exhibit 2). The City Clerk's office received applications from the following residents (Exhibit 3): • Michael O'Neil • Peter Penseyres • Shantella Slaten • Madeleine Szabo • Carl Kloss, Jr . • Steven Linke Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. City of Carlsbad Municipal Code 2.28 states that the Traffic Safety Commission shall consist of five members, appointed by the Mayor with the approval of the City Council. Therefore, two positions need to be filled. Other members of the Traffic Safety Commission are: Monica Gocan, Ervin Poka and Jonnie Johnson. #13 Page 457 Fiscal Analysis None. Next Steps Following the appointment of two members to the Traffic Safety Commission, the City Clerk's office will update the Commission roster and coordinate the oath of office, completion of the ethics training course, and filing the Conflict of Interest Form 700. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. I am enthusiastic about the prospect of continuing to provide this type of feedback in a more formal way on the Traffic Safety Commission. Community Activities: Additional Information or Comments: I have been on the Boards of Directors of multiple non-profit organizations involved in recreational, quasi-governmental, and political activities. In addition, I have worked for the Burnham Institute and multiple start-up biotechnology companies in the area of cancer diagnostics. If appointed, my primary goal would be to achieve, in a fiscally responsible way, the proper balance of safety and aesthetics for local residents with efficient service for pedestrian, bicycle, vehicle, and mass transit users, which is dependent on the context of the individual roadways. TRAFFIC SAFETY COMMISSION Two Vacancies -Commission Members {cityof Carlsbad The Traffic Safety Commission shall consist of five members to be appointed by the Mayor and confirmed by the City Council. Members serve four year terms (unless appointed to fill an unexpired term). Members study all matters referred to it concerning traffic and pedestrian safety. Members must be residents of Carlsbad and be registered voters. Members are required to file a "Statement of Economic Interests" with the City Clerk Term: July 2017 to July 2021.
