Executive Summary The term of Co.mmissioner Simons will expire on August 31, 2017, leaving one scheduled vacancy . on the Parks & Recreation Commission. Mr. Simons was appointed in August 2013. Commissioner Simons is eligible for reappointment and has submitted a letter requesting reappointment {Exhibit 3). Commissioner Hansen resigned from the Commission in June 2017, leaving an unscheduled vacancy on the Commission. The City Clerk's office has received applications from the following residents wishing to serve on the Parks & Recreation Commission (Exhibit 4): • Michael Sullivan • Madeleine Szabo • Shantella Slaten • Michael O'Neil • Shelly Sander · • Amy Livingston • Peter Whitley (rescinded his application on 8/3/17) • Brad Thorp • Matt Simons (request for reappointment) • Philip Urbina Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Cl~rk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. Carlsbad Municipal Code Chapter 2.36 states that the Parks & Recreation Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. Page 527 Other members of the Parks & Recreation Commission are: Michael Luna, Jengi Martinez, Roy Meenes, Jodi Rudick Stein, and Ron Withal I. Members of the Parks & Recreation Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis There is no significant fiscal impact as a result of adoption of these resolutions. Next Steps Following the appointment of two members to the Parks & Recreation Commission, the City Clerk's office will update the Commission roster and coordinate the oath of office and filing of the appointee's Statement of Economic Interests. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonab.ly foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1.
