Recommended Action Adopt a Resolution approving the plans and specifications and authorizing advertising for bids for the Roadway Improvements, Coastal Area, Analysis and Implementation (Carlsbad Boulevard and Beech Avenue Restriping), Project No. 6079 (Project). Executive Summary Parking availability in the downtown Village and beach areas of Carlsbad is a high priority and staff has been investigating ways to maximize on-street parking where feasible. This Project will result in more parking spaces along Carlsbad Boulevard and Beech Avenue in the vicinity of shopping, restaurants, the Army and Navy sports field, Magee Park, and the north beach area. Discussion The Project will provide an additional 35 on-street parking spaces on Carlsbad Boulevard and four on-street parking spaces on Beech Avenue, for a total of 39 additional spaces. The Project proposes to create the additional parking spaces on Carlsbad Boulevard by resurfacing Carlsbad Boulevard between Beech Avenue and Mountain View Drive with a slurry seal and restriping the street. The additional parking spaces on Beech Avenue can be accomplished with restriping without a slurry seal. Approving the plans for the restriping of Carlsbad Boulevard and Beech Avenue, as part of the Roadway Improvements, Coastal Area, Analysis and Implementation, Project No. 6079, directly advances the following values identified in the Carlsbad Community Vision: • Small town feel, beach community character and connectedness • Access to recreation and active, healthy lifestyles • Walking, biking, public transportation and connectivity • Neighborhood revitalization, community design and livability • Sustainability Page 87 #7 During the development of the Project staff reached out to the property owners adjacent to the project site(s), including the Army and Navy Academy, the mixed use project at the southeast corner of Beech Avenue and Carlsbad Boulevard and other nearby businesses. In addition, staff had discussions with representatives from the Carlsbad Village Association (CVA} and they expressed their support, especially as it relates to the installation of reverse angle parking along Beech Avenue. The Project has also been vetted by various city staff that participate on the Coastal Corridor Improvements Team. Carlsbad Boulevard Street Parking The strategic restriping of both the northbound and southbound lanes on Carlsbad Boulevard between Mountain View Drive and Beech Avenue allows the creation of 35 new on-street parallel parking spaces (22 on the west side and 13 on the east side). Currently, northbound Carlsbad Boulevard transitions from two lanes to one lane at Beech Avenue. Due to the width of the buffered areas on northbound Carlsbad Boulevard between Beech Avenue and Mountain View Drive, on-street parking can be added without changing the lane configuration. In the southbound direction, Carlsbad Boulevard currently transitions from one lane to two lanes approximately 100 feet north of Cypress Avenue. By moving this transition southward to Beech Avenue, on-street parking can be added to southbound Carlsbad Boulevard between Cypress Avenue and Beech Avenue. The proposed striping changes are not expected to impact traffic operations. Levels of service (LOS} on a roadway are represented as a "grade" ranging from LOS A to LOS F. LOS A reflects a high level of service characterized by enhanced mobility and the absence of traffic congestion. LOS F indicates a low level of service marked by a loss of mobility, increased traffic congestion and delays for roadway users. Based on existing traffic volumes on Carlsbad Boulevard, and a capacity of 1,800 vehicles per lane per hour, the existing LOS for the proposed lane reduction on southbound Carlsbad Boulevard is shown below in Table 1: Table 1: Existing Level of Service (LOS) Traffic Volume Volume/Capacity Ratio Level of Service A.M. Peak Hour 485 0.27 A Assuming a growth rate of 31 percent for the a.m. peak hour and 17 percent for the p.m. peak hour in fiscal year 2034-35 (based on the Draft Traffic Impact Study for the Carlsbad Boulevard/Terramar Project), the future LOS for the proposed lane reduction on southbound Carlsbad Boulevard is expected to remain at LOS A, as shown below in Table 2: Table 2: Future Level of Service (LOS) Traffic Volume Volume/Capacity Ratio Level of Service A.M. Peak Hour 567 0.32 A Page 88 The proposed striping plan for Carlsbad Boulevard was brought to the Traffic Safety Commission (TSC) on Oct. 3, 2016, and March 6, 2017, and was unanimously approved by the commissioners. Beech Avenue Reverse Diagonal Parking By converting the existing parallel parking spaces on the north side of Beech Avenue between Carlsbad Boulevard and Washington Street to reverse diagonal parking, a total of four additional parking spaces can be created. Engineering studies show that reverse diagonal parking can be safer for drivers and passengers than either parallel parking or traditional diagonal parking, and is an effective strategy to maximize parking spaces. This location was chosen to test the implementation of reverse diagonal parking on a pilot project basis because it is a short road segment with low traffic volumes. Originally a proposed striping plan to implement head-in diagonal parking on this portion of Beech Avenue was brought to the TSC on Oct. 3, 2016 and March 6, 2017, and was unanimously approved by the commissioners. In response to commissioner comments regarding reverse angle parking at the March 6, 2017 TSC Meeting, the option to implement reverse diagonal parking was brought back to the TSC on May 1, 2017 and was unanimously approved for incorporation into the design. Fiscal Analysis There are sufficient funds available to complete the Project. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. A standard Public Works contract will be executed to construct the Project. Page 89 Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c)-minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. During development of the project, staff reached out to the property owners adjacent to the project site, including the Army and Navy Academy and other businesses. There will also be public notification in conjunction with construction activities. Signage will be installed on Beech Avenue to educate drivers of proper parking techniques, and an instructional video will be posted on the city's website and promoted. Exhibits 1. Page 90 RESOLUTION NO. 2017-180 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISING FOR BIDS FOR THE ROADWAY IMPROVEMENTS, COASTAL AREA, ANALYSIS AND IMPLEMENTATION (CARLSBAD BOULEVARD AND BEECH AVENUE RESTRIPING), PROJECT NO. 6079. Exhibit 1 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the Roadway Improvements, Coastal Area, Analysis and Implementation (Carlsbad Boulevard and Beech Avenue Restriping), Project No. 6079 (Project); and WHEREAS, the plans, specifications and contract documents for said Project are on file in the Public Works Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301(c). That the city clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Roadway Improvements, Coastal Area, Analysis and Implementation (Carlsbad Boulevard and Beech Avenue Restriping), Project No. 6079, in accordance with the plans, specifications, and contract documents referred to herein.
