advertise for bids for the Bridge Preventive Maintenance Program (2017}, Project No. 6066-17
(Project).
Executive Summary
This Project is part of the citls Bridge Preventive Maintenance Program (BPMP} as included in
the Capital Improvement Program (CIP}. The Project will perform maintenance activities on the
Poinsettia Lane Bridge over the train tracks and the Calle Barcelona Pedestrian Bridge. Staff
recommends approval of the Project plans and specifications, and authorization to advertise for
construction bids for the Project.
Discussion
In 2006, Caltrans issued a letter to local agencies notifying them of a new Local Assistance
Program (Program) to develop a Bridge Preventive Maintenance Plan (Plan). The purpose of
the Program is to help local agencies develop plans to extend the life of their bridges by
performing certain activities that have been pre-approved by the Federal Highway
Administration. Some of the goals are to 1} maintain the existing inventory of bridges in a
structurally safe and serviceable condition, 2) correct minor structural deficiencies early in a
bridge1s life, and 3} extend the service life of existing bridges. In accordance with this Program,
the city obtained federal funding via Caltrans and prepared the Plan, which includes relevant
physical data, recommended preventive maintenance work, and an engineer1s estimate of cost
to complete the work for each of the city owned bridges.
This Project is the first in a series of construction projects that will be implemented in
accordance with the citls Plan and as programmed in the CIP. The work on the Poinsettia Lane
Bridge will include full replacement of the concrete barrier and chain-link fencing on the south
side of the bridge, as well as concrete patching of the spalling and rusting components of the
bridge approaches. The work on the Calle Barcelona Pedestrian Bridge will include repairing
stone veneers and sealing the bridge deck.
The Project will extend the service life of both bridges, eliminate costly repairs due to lack of
maintenance, and keep the citls bridges in good and attractive condition, as desired by the city
and the public. Implementation of these maintenance activities are examples of the city's
organizational values of stewardship and excellence. Page 81

Fiscal Analysis
There are sufficient funds available to complete the Project. Funding for the Project is available
from the Infrastructure Replacement Fund. Remaining funds will be used on future BPMP
projects. The available funds and estimated construction costs for the Project are shown in the
following table:

* Due to the number of working days, nature, and complexity of the project, the estimated CM&I costs
are higher than the typical 10-15% of construction contract amount.
Next Steps
A Request for Bids to construct the Project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then
return to City Council with a recommendation to award the construction contract to the
identified bidder.
Environmental Evaluation (CEQA)
The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(d) -Existing Facilities -restoration or rehabilitation of existing
facilities that are deteriorated or damaged and are required to meet current standards of public
health and safety involving negligible or no expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of
construction the public will be notified of the construction activities using media methods such
as signage, email, website, and other city communication channels. The construction contractor
will also be required to notify the public of construction activities via changeable message signs,
door hangers, letters to residents, and/or "NO PARKING" signs, as applicable.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE BRIDGE
PREVENTIVE MAINTENANCE PROGRAM {2017), PROJECT NO. 6066-17.

WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable, and in the public interest to perform maintenance activities on various bridges in accordance
with the city's Bridge Preventive Maintenance Program; and
WHEREAS, the plans, specifications and contract documents for the Bridge Preventive
Maintenance Program (2017), Project No. 6066-17 (Project), have been prepared and are on file in the
Public Works Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, there are sufficient Bridge Preventive Maintenance Program funds available to
complete the Project; and
WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per
CEQA Guidelines Section 15301(d).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Project are hereby
approved
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a notice to contractors inviting bids for the construction of
the Project, in accordance with the plans, specifications and contract documents
referred to herein.
