Recommended Action Adopt a Resolution accepting and appropriating a $17,000 donation from the Friends of Carrillo Ranch, Inc., and appropriating an additional $4,000 from the Carrillo Ranch Trust Fund for the stone pillar reconstruction project. Executive Summary The Friends of Carrillo Ranch, Inc. has offered to donate $17,000 for the reconstruction of the historic stone entry pillars at Leo Carrillo Ranch Historic Park, provided the city contribute an additional $4,000 in matching funds from the Carrillo Ranch Trust Fund to underwrite the total $21,000 reconstruction cost. City Council action is required to accept donations over $5,000, and to appropriate the additional $4,000 in matching funds from the Carrillo Ranch Trust Fund. Discussion The Friends of Carrillo Ranch, Inc. has offered to donate $17,000 towards the reconstruction of the historic stone entry pillars that once flanked the entrance to Carrillo's Rancho de los Quiotes (Exhibit 2). The Friends' donation is contingent on the city contributing an additional $4,000 from the Carrillo Ranch Trust Fund to offset total project cost. The original 1930s stone pillars were placed at the entrance gate to Leo's Rancho, near Palomar Airport Road, between present-day El Fuerte and Melrose Roads. When the Rancho Carrillo development threatened and damaged the pillars, city staff recovered the remnants and removed them to park property circa 1990, where they remain today. The Friends and city staff consulted with a preservation contractor who will use the original stones, employing archival images as a guide. The pillars will be reconstructed inside the park adjacent to the historic entry sign in the parking lot (similar to the original setting). The reconstruction is consistent with the Carrillo Ranch Park Master Plan, interpretive plan recommendations, and will enhance visitor understanding and enjoyment of the park. September 26, 2017 Item #6 Page 1 of 8 Should the City Council accept the donation, city staff will proceed with the work, following the city's established standard public works agreement process. Fiscal Analysis The Friends' $17,000 donation and the city's $4,000 matching funds will be appropriated in the Carrillo Ranch Trust Fund and used for the reconstruction of the stone pillars inside Leo Carrillo Ranch Historic Park. The Carrillo Ranch Trust Fund currently has an unappropriated fund balance of $122,055. The Carrillo Ranch Trust fund was established in 1990, and is used to collect monetary donations from the public specific to Leo Carrillo Ranch Historic Park. The cash in this fund is typically used to fund special programs and projects directly related to the maintenance and operations of Leo Carrillo Ranch Historic Park. Next Steps Per the adopted resolution, the Parks & Recreation Department will accept the $17,000 donation from the Friends of Carrillo Ranch, Inc. and appropriate $21,000 to the Carrillo Ranch Trust Fund for the reconstruction of the historic stone entry pillars. Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15331 -projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic Buildings. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. September 26, 2017 Item #6 Page 2 of 8 RESOLUTION NO. 2017-193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING AND APPROPRIATING A $17,000 DONATION FROM THE FRIENDS OF CARRILLO RANCH, INC AND APPROPRIATING AN ADDITIONAL $4,000 FROM THE CARRILLO RANCH TRUST FUND FOR THE STONE PILLAR RECONSTRUCTION PROJECT EXHIBIT 1 WHEREAS, The Friends of Carrillo Ranch Inc. has generously offered to donate $17,000 to the Carrillo Ranch Trust Fund to reconstruct the historic stone entry pillars; and WHEREAS, the city has agreed to contribute an additional $4,000 to offset total project costs of $21,000; and WHEREAS, the Friends' $17,000 donation and the city's $4,000 contribution will be appropriated in the Carrillo Ranch Trust Fund and used for the reconstruction of the stone pillars inside Leo Carrillo Ranch Historic Park; and WHEREAS, the stone pillar reconstruction project is consistent with the Carrillo Ranch Park Master Plan interpretive plan recommendations, and will enhance visitor understanding and enjoyment of the park; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the $17,000 donation form the Friends of Carrillo, Ranch, Inc. is accepted with gratitude. 3.That additional $4,000 in funding ($21,000 total) is approved and appropriated in the Carrillo Ranch Trust Fund for the stone pillar reconstruction project.
