Executive Summary
This Project, which will replace or retrofit curb ramps throughout the Village, is part of the city's
ADA Improvement Program (Program} as included in the Capital Improvement Program (CIP).
Staff recommends approval of the Project plans and specifications, and authorization to
advertise for construction bids for the Project.
Discussion
The City of Carlsbad developed and adopted an ADA Transition Plan to provide a program to
address accessibility along the city's public right-of-way. The implementation of the ADA
Transition Plan will improve accessibility and walking conditions for all users of the public right-
of-ways.
This Project is the first in a series of construction projects that will be implemented as part of
the Program as included in the CIP. The proposed construction included in this Project will
replace over 100 curb ramps and retrofit over 50 existing curb ramps in the Village, bringing
them into compliance with current ADA standards.
Implementation of these improvements is directly related to the council goal of "Enhancing the
health and vitality of the Village and Barrio". This Project is also an example of the city's
organizational values of stewardship and excellence.
Fiscal Analysis
There are sufficient funds available in the Program to complete the Project. The source of
funding for the Program is the city's TransNet Local revenue. The available funds and
estimated construction costs for the Project are shown in the following table:

Next Steps
A Request for Bids to construct the Project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then
return to City Council with a recommendation to award the construction contract to the
identified bidder.
Environmental Evaluation (CEQA)
The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301(c) -minor alteration of existing facilities including streets, sidewalks,
gutters, and similar facilities involving negligible or no expansion.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of
construction the public will be notified of the construction activities using media methods such
as signage, email, website, and other city communication channels. The construction contractor
will also be required to notify the public of construction activities via changeable message signs,
door hangers, letters to residents, and/or "NO PARKING" signs, as applicable.

RESOLUTION NO. 2017-204
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE ADA
IMPROVEMENT PROGRAM, PROJECT NO. 6049-17.

WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable, and in the public interest to construct accessibility improvements in accordance with the
city's ADA Improvement Program; and
WHEREAS, the plans, specifications and contract documents for the ADA Improvement
Program, Project No. 6049-17 (Project), have been prepared and are on file in the Public Works
Department of the City of Carlsbad and are incorporated herein by reference; and
WHEREAS, there are sufficient ADA Improvement Program funds available to complete the
Project; and
WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per
CEQA Guidelines Section 15301(c).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and contract documents for the Project are hereby
approved.
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a notice to contractors inviting bids for the construction of
the Project, in accordance with the plans, specifications and contract documents
referred to herein.
