Recommended Action Adopt a Resolution authorizing the purchase of two replacement ambulances from Lifeline Emergency Vehicles for $471,271. Executive Summary In June 2016, the Carlsbad City Council adopted the fiscal year (FY) 2016-17 Operating Budget which included funding for a number of vehicles, including the replacement of one ambulance chassis and cabin (asset nos. F299 and F299R). Subsequently, in June 2017, the Carlsbad City Council adopted the FY 2017-18 Operating Budget, approving the replacement of a second ambulance chassis and cabin (asset nos. F823 and F823R). In addition to the budget adoption process, City Council authorization is required for vehicle acquisitions in excess of $100,000, either individually or collectively. Staff is requesting City Council authorization for the purchase of two replacement ambulances for a total of $471,271, including tax. Discussion Annually, the Fleet Committee reviews the city's fleet and determines which vehicles are eligible for replacement per criteria set forth by Administrative Order No. 3. Due to the mileage on both vehicles being near, or exceeding, 80,000 miles as well as increasing down-time and frequency of repairs, the Fleet Committee found it was in the best interest of the city to replace the two vehicles. The replacement of these two ambulances marks a return to the practice of purchasing the chassis and cabin as a single unit. Prior to this, the chassis and cabin were replaced separately at five and ten years respectively. This latter method of replacement was instituted to maximize savings, however, it led to delays of as much as 10 months to replace and equip the cabin. These delays are expected to increase in the near future and, along with an increase in the volume of emergency calls, may impact the Fire Department's readiness under high-demand situations. Currently, the city has three ambulances that are active and two that are in reserve. When one active ambulance is out of service for 10 months for a cabin replacement it is replaced by one ofthe reserves. If during that 10 month period an.other ambulance suffers some type of repair October 24, 2017 Item#4 Page 1 of 28 issue or catastrophic damage the city will be left with no reserves. Currently, three of the city's five ambulances have mileage in excess of 100,000 miles. The fourth ambulance has 97,606 miles with one year still remaining in its life cycle. The fifth ofthe five ambulances, the most recently purchased vehicle, already has 53,188 miles with two years remaining in its life cycle. The ambulance fleet is aging rapidly and experiencing heavy use under normal circumstances. Purchasing the ambulance chassis and cabin as a set rather than replacing the cabin ensures that we maintain adequate reserves and support the Fire Department's capabilities. The new vehicles will be purchased from Lifeline Emergency Vehicles through HGACBuy contract AMl0-16. HGACBuy is a voluntary association of local governments that allows participating members to utilize public competitively bid contracts compliant with state statutes. The City of Carlsbad is a member agency of HGACBuy and Section 3.28.100 of the Carlsbad Municipal Code allows for cooperative purchasing. Fiscal Analysis As part of the FY 2016-17 Operating Budget, the Carlsbad City Council authorized $283,300 to be appropriated from the Vehicle Replacement Fund to purchase a replacement ambulance and cabin (asset nos. F299 and F299R). Respectively, in FY 2017-18 the City Council authorized $283,300 to be appropriated from the Vehicle Replacement Fund to purchase a second replacement ambulance and cabin (asset nos. F823 and F823R). The total approved for purchasing and outfitting both vehicles is $566,600. The actual cost of purchasing both vehicles, including tax, is $471,271. Next Steps Once approved for purchase, each vehicle will take approximately four months to be outfitted and delivered. The two ambulances being replaced will be retired and sold at auction with the proceeds being returned to the Vehicle Replacement Fund. Environmental Evaluation (CEQA) Pursuant to Public Resources code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect change in the environment, and therefore does not require environmental review.
