Executive Summary Commissioner Ervin Poka resigned his position on September 8, 2017, leaving an unexpired term to be filled through July 2020. Commissioner Poka was initially appointed in May 2015 to fill the unexpired term of Commissioner Wrisley. He was reappointed in October 2016. The City Clerk's office received applications from the following residents wishing to serve on the Traffic Safety Commission (Exhibit 2): • Madeleine Szabo • Shantella Slaten • Peter Penseyres • Michael O'Neil • Carl Kloss, Jr . • Steven Linke • Steven Sobieraj • Bob Blanco • Robert Prosser • John Gill • Carl Wellenstein • Brandon Perez Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. City of Carlsbad Municipal Code 2.28 states that the Traffic Safety Commission shall consist of five members, appointed by the Mayor with the approval of the City Council. November 7, 2017 Item #16 Page 1 of 27 Other members of the Traffic Safety Commission are: Monica Gocan, Chuck Hunter, Fred Muir and Jonnie Johnson. Members of the Traffic Safety Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Next Steps Following the appointment of one member to the Traffic Safety Commission, the City Clerk's office will update the Commission roster and coordinate the oath of office and filing of the appointees Statement of Economic Interest. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits· 1. I have read a voluminous amount of reports on DMS to understand City operations c;1nd decisions. I have familiarized myself with the Planning staff responsibilities and duties. I am enthusiastic about the prospect of continuing to provide this type of feedback in a more formal way on the Traffic Safety Commission. Community Activities: Additional Information or Comments: I have been on the Boards of Directors of multiple non-profit organizations involved in recreational, quasi-governmental, and political activities. In addition, I have worked for the Burnham Institute and multiple start-up biotechnology companies in the area of cancer diagnostics. If appointed, my primary goal would be to achieve, in a fiscally responsible way, the proper balance of safety and aesthetics for local residents with efficient service for pedestrian, bicycle, vehicle, and mass transit users, which is dependent on the context of the individual roadways.
