VCllB, Project No. 3886.
Executive Summary
Construction of the Agua Hedionda Lift Station and Vista/Carlsbad Interceptor Sewer, Reaches
VCllB -VC15 (Project), requires removing a 12-inch Southern California Gas Company (SoCal
Gas) high-pressure gas line to accommodate the new sewer infrastructure. SoCal Gas has
notified the City of Carlsbad that additional funding, in the amount of $730,000, is necessary to
address unforeseen issues and to complete the gas line construction. The City of Carlsbad is
responsible for 30.9 percent of these costs or an amount not to exceed $225,570.
Discussion
The $45 million Project includes improvements to reaches VCllB through VC15 of the
interceptor sewer system, including the Agua Hedionda Sewer Lift Station, a utility bridge
supporting the sewer across Agua Hedionda Lagoon and approximately 2 miles of sewer
pipeline. Ownership in these sewer facilities is shared between the City of Carlsbad and the City
of Vista since both cities share capacity rights in the system. The sewer lift station and bridge
construction, which is approximately 75 percent complete, requires the removal of a 12-inch
gas line owned by SoCal Gas and located within the North County Transit District (NCTD)
railroad right-of-way.
On March 24, 2015, the Carlsbad City Council adopted Resolution No. 2015-068 approving a
Collectible Work Authorization (Agreement) between the City of Carlsbad and SoCal Gas to
have SoCal Gas relocate the 12-inch gas line that was in conflict with the city's sewer
construction. The cost for the gas line construction and all associated activities by SoCal Gas
was initially estimated to be $2,848,350. Since SoCal Gas has senior easement rights in this
area, the City of Carlsbad is responsible for paying the cost of the gas line relocation.

SoCal Gas has completed the relocation of the 12-inch gas line and restored operation of the
pipeline. However, several hundred feet of the original gas pipeline still needs to be removed
and abatement of the pipe coating performed before the pipe can be hauled away for proper
disposal.
SoCal Gas has notified the City of Carlsbad that additional funding, in the amount of $730,000,
is necessary to address unforeseen issues that occurred during construction. These issues
include a conflict with the existing 42-inch sewer that required alignment changes to the gas
line, alignment changes to avoid potential damage to tree roots, remobilization to complete the
remaining gas line removal work and additional administrative costs by SoCal gas to secure
approvals from NCTD resulting from these changes. The additional costs of the gas line removal
will be shared with the City of Vista as a cost to the Agua Hedionda Sewer Lift Station and
Vista/Carlsbad Interceptor Sewer Project.
Fiscal Analysis
The City of Carlsbad's gas line removal cost share is 30.9 percent of the total cost and was
addressed in a Project Agreement between the City of Carlsbad and the City of Vista. The
Carlsbad City Council approved this agreement at a meeting held Feb. 10, 2015, per Resolution
No. 2015-039. The total additional cost is $730,000, of which Carlsbad is responsible for 30.9
percent for an amount not to exceed $225,570. The City of Carlsbad will incur these costs up
front and will be reimbursed by the City of Vista for Vista's 69.1 percent share or approximately
$504,000. Additional funding for the gas line removal is available in the current Capital
Improvement Program for the Vista Carlsbad Interceptor, Reach VCllB, Project No. 3886. A

Environmental Evaluation (CEQA)
A Mitigated Negative Declaration (MND} and Mitigation Monitoring and Reporting Program
(MMRP} were prepared for the Agua Hedionda Sewer Lift Station, Force Main and Gravity Sewer
Replacement Project {PDP 00-02{(}/SP 144{L}/RP 10-26/CDP 10-17 /HDP 10-05/SUP 10-02/HMP
10-03). The MND was adopted by the City Council on Dec. 6, 2011, in compliance with the
California Environmental Quality Act {CEQA} Guidelines Section 15074 .. The relocation of the gas
line was a component of the project and no further environmental documentation is required
per CEQA Guidelines Section 15162.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING A COLLECTIBLE WORK AUTHORIZATION WITH
SOUTHERN CALIFORNIA GAS COMPANY TO REMOVE A 12-INCH GAS LINE
ADJACENT TO THE VISTA/CARLSBAD INTERCEPTOR SEWER, REACH VCllB,
PROJECT NO. 3886.
EXHIBIT I
WHEREAS, on March 24, 2015, City Council approved a Collectable Work Authorization
(Agreement) with Southern California Gas Company (SoCal Gas) for $2,848,350 to relocate a 12-inch
high pressure gas line owned by So Cal Gas to accommodate the construction of the Agua Hedionda

WHEREAS, the gas line is located within railroad right-of-way that is managed by the North
County Transit District (NCTD); and
WHEREAS, the SoCal Gas easement has senior rights to City of Carlsbad's sewer easement and
Carlsbad is responsible for the cost of the gas line removal; and
WHEREAS, it is necessary to remove a 12-inch high-pressure gas line owned by SoCal Gas to
construct the Project in the vicinity of the Agua Hedionda Lagoon; and
WHEREAS, staff from the City of Carlsbad and SoCal Gas have prepared an Agreement to have
the 12-inch gas line removed by SoCal Gas for actual costs in an amount estimated to be $730,000; and
WHEREAS, the City Council of the City of Carlsbad, California has determined that it is in the
best interest of the city to enter into an Agreement with the Southern California Gas Company for the
removal of a 12-inch high-pressure gas line at the Agua Hedionda Lagoon.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the mayor of the City of Carlsbad is authorized and directed to execute the
Collectible Work Authorization between the City of Carlsbad and the Southern California Gas Company
for the removal of a 12-inch high-pressure gas line at the Agua Hedionda Lagoon which is attached
hereto as Attachment A.
