HomeMy WebLinkAbout2017-11-07; City Council; ; Adopt a Resolution approving plans and specifications and authorizing advertising for bids for the Drainage Master Plan Project: BCA - Tamarack Avenue, Park Drive and Monroe StreetSeveral smaller existing storm drain systems currently serve this basin. Drainage collected by these systems will be consolidated and then rerouted into the new storm drain pipeline creating a comprehensive drainage network throughout the basin. The Northwest Quadrant Storm Drain Improvement Program will fund the improvements to the existing drainage facilities. Upon installation of the new storm drain system, the impacted roadways will receive a 2-inch grind and overlay consistent with and funded by the city's Pavement Management Program. Fiscal Analysis The total estimated construction costs for the Project is $2,941,414. A summary of estimated construction costs and the available funds for each funding source contributing to the Project are shown in the tables below. During the final design of the new system a detailed engineering analysis was completed and as a result the storm drain will vary in size from 24" diameter to 36" diameter rather than a 24" diameter pipeline for the entire system as noted in the 2008 Drainage Master Plan. In addition the existing appropriation is based on the cost estimate as incorporated in the 2008 Drainage Master Plan which needs to be increased to 2017 dollars to account for inflation. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. Staff will then return to City Council with a recommendation to award the contract to the identified bidder. Environmental Evaluation (CEQA) On Aug. 5, 2008, the City Council adopted Resolution No. 2008-229 certifying an Environmental Impact Report (EIR) for the Drainage Master Plan Update (EIR 04-02). This project is a sub- component (BCA) of the Drainage Master Plan and was analyzed in the EIR (Table 4.1.2). The analysis stated impacts in the Coastal Zone during construction activities would be short term and minimized with implementation of the applicable project design features/methods and construction measures identified in Table 3-6 of the project EIR. The project has been conditioned to implement these mitigation measures and the project is within the scope of the prior environmental document and no further environmental documentation is required per CEQA Guidelines Section 15162. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. The public will be notified in advance of the construction activities using multiple media methods such as sign age, email, website, and other city communication channels. The construction contractor will also be November 7, 2017 Item #7 Page 3 of 7 required to notify the public of construction activities. A communications consultant is currently on contract to provide public outreach services on behalf of the city during construction. Exhibits 1. November 7, 2017 Item #7 Page 4 of 7 RESOLUTION NO. 2017-213 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE DRAINAGE MASTER PLAN PROJECT: BCA -TAMARACK AVENUE, PARK DRIVE AND MONROE STREET, PROJECT NOS. 6001, 6608 AND 6617, AND APPROVING AN ADDITIONAL APPROPRIATION OF PLANNED LOCAL DRAINAGE AREA B FUNDS IN THE AMOUNT OF $391,105. EXHIBIT I WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct the Drainage Master Plan Project: BCA -Tamarack Avenue, Park Drive and Monroe Street, Project Nos. 6001, 6608 and 6617 (Project); and WHEREAS, the plans, specifications and contract documents for said Project have been prepared and are on file in the Public Works Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the city established a Planned Local Drainage Area Fee Program for the express purpose of funding the improvements identified in the Drainage Master Plan, which includes said Project; and WHEREAS, an additional appropriation of funds from the Planned Local Area B fund in the amount of $391,105 is needed; and WHEREAS, the Project was previously evaluated in the Final Environmental impact Report (FEIR 04-02), certified on Aug. 5, 2008 (Reso. No. 2008-229), for the City of Carlsbad Drainage Master Plan Update and no further Environmental Quality Act (CEQA) review is required under CEQA Guidelines Section 15162. That the Administrative Services Director is authorized to appropriate funds in the amount of $391,105 to the Project from the Planned Local Drainage Area B fund. 4. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Drainage Master Plan Project: BCA -Tamarack Avenue, Park Drive and Monroe Street, Project Nos. 6001, 6608 and 6617, in accordance with the plans, specifications and contract documents referred to herein.
