Recommended Action
Adoption of a Resolution authorizing staff to initiate lease negotiations with the San Dieguito
Union High School District (SDUHSD) for the maintenance and operations of the La Costa Valley
Sports Complex.
Executive Summary
The SDUHSD owns the 28 acre La Costa Valley Sports Complex. SDUHSD has expressed interest
for the City of Carlsbad to enter into a long term lease agreement to maintain and operate the
La Costa Valley Sports Complex. Staff believes that exploring this type of agreement is in the
city's interest because it could result in enhanced public recreational access, benefit and use of
the SDUHSD site. Staff is requesting City Council authorization to initiate lease agreement
negotiations with SDUHSD.
If the request to initiate negotiations is approved, city staff will work with district staff and
return with a term sheet for Council's consideration. If the term sheet is approved, staff will
work with the SDUHSD to prepare a proposed lease agreement for Council's consideration and
approval. ·
Discussion
In Jan. 2013, the City of Carlsbad learned that the SDUHSD was planning to develop the
proposed Calle Barcelona middle school site (Exhibit 2). Due to declining enrollment and ,
diminishing future attendance projections, the district opted to convert the master planned
school site into a sports complex instead (Exhibit 3).
Under the direction of previous city managers, the Parks & Recreation Department initiated
contact with SDUHSD officials and discussed the framework for a potential partnership for the
maintenance and operations of the La Costa Valley Sport Complex. It was determined that a
mutually beneficial alliance could lead to increased public recreational access and use of the
school site as a community park.

While there was little initial interest on the part ofthe SDUHSD, in Oct. 2016, district officials
contacted the department and expressed an interest in pursuing a lease agreement for
maintenance and operations of the La Costa Valley Sports Complex. Staff worked with the city's
and district's attorney to discuss potential partnership elements. Staff presented an oral
summary of possible price and terms to the City Council in closed session in March 2017.
Shortly after the City Council closed session, staff learned that the SDUHSD staff had presented
an incomplete summary of the discussions that had taken place in an oral report to the Board
of Trustees on Jan. 19. In response, city staff requested the item be pulled from the March 9
Board of Trustees meeting, until the two parties could meet again to ensure mutual
understanding of the process going forward.
On Sept. 1, 2017, city staff received a letter from Eric R. Dill, SDUHSD superintendent,
expressing and reiterating an interest in collaborating with the city on a lease agreement for the
maintenance and operations of the La Costa Valley Sports Complex (Exhibit 4). The letter
stated, "The agreement would allow the City to operate the site and open access to the
community similar to that of their city parks. Partnering with another public agency to operate
the location for the benefit of the community is consistent with our mutual public interest to
promote public recreation."
The proposed lease agreement with the SDUHSD is not solely intended to address the existing
park acreage deficiency in the southeast quadrant of the city. Although the existing park
acreage in the southeast quadrant is currently two acres deficient of the acreage needed to
meet the parks performance standard, the quadrant is not out of compliance with the Citywide
Facilities and Improvements Plan due to the timing component of the growth management
park facility standard.
Staff is requesting authorization to enter into negotiations with SDUHSD, and return to the City
Council with a term sheet for consideration.
Staff anticipates that negotiation discussions will focus on the following concepts:
• Maintenance
• Landscape, hardscape, restrooms, fencing, lighting, furnishings, etc.
• Operations
• Field negotiations, scheduling and use; programming camps, clinics, and
tournaments, etc.
Staff believes lease negotiations are in the best interest of the public, SDUHSD and the city, and
will help to achieve the community vision of access to recreation, and active, healthy lifestyles.
If a lease agreement is successfully negotiated, it will allow full public recreational access,
benefit and use of the site similar to that of a community park.

Fiscal Analysis
There is no direct fiscal impact associated with initiating lease negotiations with the SDUHSD for
the maintenance and operations of La Costa Valley Sports Complex.
If the term sheet is approved by the City Council, and a lease agreement successfully negotiated
and approved, costs will be realized. Based on staff's preliminary assessment, cost for potential
onetime improvements are currently estimated at $300,000, and ongoing maintenance is
estimated at $350,000 annually. A full fiscal analysis will be performed by staff and presented
to Council based on the proposed term sheet content.
Next Steps
Staff will enter into lease agreement negotiations with the SDUHSD for the maintenance and
operations of the La Costa Valley Sports Complex and return to Council with a term sheet for
Council consideration.
If the Council agrees to the proposed term sheet, staff will work with the SDUHSD to develop a
lease agreement for the Council's consideration and approval. If the proposed lease agreement
is approved, staff will work with the SDUHSD and city planners to complete master plan,
Conditional Use Permit, and CEQA land use update requirements as required.
Environmental Evaluation (CEQA)
This action is exempt from the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15301-leasing of existing public facilities involving negligible or no
expansion of use.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING STAFF TO INITIATE LEASE NEGOTIATIONS WITH
THE SAN DIEGUITO UNION HIGH SCHOOL DISTRICT FOR THE MAINTENANCE
AND OPERATIONS OF THE LA COSTA VALLEY SPORTS COMPLEX
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California has determined that access to
recreation and active, healthy lifestyles is a core value and integral part of the community vision; and
WHEREAS, the La Costa Valley Sports Complex is a 28 acre parcel owned by San Dieguito Union
High School District (SDUHSD), and is located on Calle Barcelona in the City of Carlsbad; and
WHEREAS, the city is in receipt of a letter from Eric R. Dill, SDUHSD superintendent; and
WHEREAS the SDUHSD has expressed an interest, and has requesting agency collaboration, on
development of a long term lease agreement for the city to maintain and operate the La Costa Valley
Sports Complex.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
