and authorizing pay increases for part-time employees who are below the

Recommended Action
Adopt a Resolution revising the City of Carlsbad Part-Time Salary Schedule and authorizing pay
increases effective January 1, 2018 for part-time employees who are below the new minimum
wage.
Executive Summary/Discussion
Per Senate Bill No. 3, California's minimum wage will increase from $l0.50 per hour to $11.00
per hour on January 1, 2018. Some of the pay ranges for City of Carlsbad part-time positions
have a minimum that is below $11.00.
Fiscal Analysis
The annual cost of changing the pay rate for those employees who need to move up to the new
minimum wage is $1,100 (includes salary and salary-related benefits). Funding is included in
the adopted Fiscal Year 2017-18 budget for this item.
Next Steps
Staff recommends revising the Part-Time Salary Schedule as shown in Attachment A to the
resolution and raising the hourly pay rates of employees who are currently below the new
minimum wage on January 1, 2018. Employees will receive an increase only if their current pay
rate is below the new minimum wage.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonable foreseeable indirect physical change in the environment;
and therefore, does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for viewing
at least 72 hours prior to the meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ADOPTING REVISIONS TO THE CITY OF CARLSBAD PART-
TIME SALARY SCHEDULE AND APPROVING PAY INCREASES FOR PART-
TIME EMPLOYEES WHO ARE BELOW MINIMUM WAGE
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
comply with California state minimum wage.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That Exhibit 2, the Part-Time Salary Schedule, attached hereto is hereby
adopted.
3. That the City Council authorizes the Human Resources Director to increase the
hourly pay rate of any employees who are below the minimum wage as of
January 1, 2018.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 5th day of December, 2017, by the following vote, to wit:
