Recommended Action
Adopt a Resolution approving the modification of the striping plans for t he Vista/Carlsbad
Interceptor Relief Sewer on Avenida Encinas, Project No. 3949.
Executive Summary
The Vista/Carlsbad (V /C) Interceptor Relief Sewer on Avenida Encinas, Project No. 3949
(Project}, between Cannon Road and approximately 2,000 feet south of Palomar Airport Road,
is currently under construction. When the underground construction of the· Project is
complete, the entire roadway will be resurfaced. Th is results in an opportunity to stripe this
portion of Avenida Encinas with buffered bicycle lanes in each direction.
Discussion
Avenida Encinas is class ified as a Neighborhood Connector Street in the City of Carlsbad
Mobility Element. The portion of Avenida Encinas between Palomar Ai rport Road and Cannon
Road has a roadway width between 50 and 64 feet and is currently striped with two vehicle
lanes in each direction w ith no bicycle lanes. It carries between 6,000 and 9,500 vehicles per
day. Surrounding land uses include light industrial, professional offices and restaurants. The
posted speed limit on this portion of the roadway is 40 miles per hour.
The Project will provide much needed bicycle connectivity between the restaurants and
businesses along Avenida Encinas and nearby beaches. Approving the modifications of the
striping plans for the Project directly advances the following values identified in the Carlsbad
Community Vision:
• Small town feel, beach community character and connect edness
• Access to recreation and active, healthy lifestyles
• Walking, biking, public transportation and connectivity
• Neighborhood revitalization, community design and livability
• Sustainability

Per the Mobility Element, Avenida Encinas, as a Neighborhood Connector Street, is intended to
"connect people to different neighborhoods and land uses of the city" and to be "designed to
safely move all modes of travel while enhancing mobility for pedestrians and bicyclists." Staff is
proposing to utilize the construction of the Project as an opportunity to enhance bicycle
mobility by striping Avenida Encinas with a buffered bicycle lane in each direction. This
proposed striping would reduce the number of vehicular travel lanes from two to one in each
direction to accommodate the proposed buffered bicycle lanes.
In support of this proposal, an operational analysis of the striping changes was conducted to
evaluate the vehicular levels of service (LOS) on Avenida Encinas. Level of service is a
qualitative assessment of factors such as traffic volume, roadway geometrics, speed, delay and
maneuverability, ranging from LOS A to LOS F. LOS A represents free flow traffic, characterized
by enhanced mobility and the absence of traffic congestion. LOS F indicates overcapacity
operation, marked by a loss in mobility, increased traffic congestion and delays for roadway
users. Three locations were analyzed: (1) intersection LOS at Cannon Road/Avenida Encinas; (2)
mid-block LOS south of Cannon Road; and (3) mid-block LOS north of Palomar Airport Road.
Intersection Level of Service Analysis
Since the proposed striping changes would reduce the number of vehicular travel lanes on
Avenida Encinas in each direction from two to one, the westbound left turn on Cannon Road at
Avenida Encinas would need to be modified from the two existing left turn lanes to one
proposed lane. In accordance with the Carlsbad Growth Management Plan and SANTEC/ITE
guidelines, the intersection was analyzed using the Highway Capacity Manual (HCM)
methodology. Synchro 9.0 computer software was used with recent traffic counts to calculate
delay (in seconds). The intersection LOS is summarized below in Table 1 and shows that the
intersection LOS at Cannon Road and Avenida Encinas will remain at LOS C or better after the
proposed striping changes.

Traffic counts were collected for the mid-block analysis and utilized to calculate LOS for two
locations. The mid-block LOS is summarized below in Table 2 and shows that the mid-block LOS
on Avenida Encinas will remain at LOS B after the proposed striping changes.

As noted above, the implementation of the striping modifications will not reduce the vehicle
capacity to or below LOS D and therefore staff would be able to proceed with the
implementation of the striping modifications in conjunction with the previously approved and
ongoing construction of the Project.
The proposed striping plan for Avenida Encinas was presented to the Traffic Safety Commission
on Nov. 6, 2017 and was unanimously supported by the commissioners. Staff is requesting that
Council approve these plans pursuant to California Government Code Section 830.6.
Fiscal Analysis
There are sufficient funds available to complete the Project. The Project has been previously
approved by City Council and is currently under construction. The striping modifications as
presented will incur no additional costs to the city since restriping of Avenida Encinas has
already been included in the Project budget. The modification to the plans have been made
and are on file with Public Works staff.
Next Steps
After City Council approval of the striping changes, the restriping of Avenida Encinas will
commence as part of the Project.
Environmental Evaluation (CEQA)
A Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program
(MMRP) were prepared for the Agua Hedionda Sewer Lift Station, Force Main and Gravity
Sewer Replacement Project PDP 00-02/SP 144/RP 10-26/CDP 10-17 /HDP 10-05/SUP 10-
02/HMP 10-03. The MND was adopted by the City Council on Dec. 6, 2011, in compliance with
the California Environmental Quality Act (CEQA) Guidelines Section 15074. The striping changes
are within the scope of the MND and no further environmental review is necessary under CEQA
Guidelines 15162.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE MODIFICATION OF THE STRIPING PLANS FOR
THE VISTA/CARLSBAD INTERCEPTOR RELIEF SEWER ON AVENIDA ENCINAS,
PROJECT NO. 3949.

WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable, and in the public interest to construct the Vista/Carlsbad Interceptor Relief Sewer on Avenida
Encinas, Project No. 3949 {Project); and
WHERAS, the modification of the striping for said Project enhances bicycle mobility as directed
by the Carlsbad Mobility Element; and
WHEREAS, the modified striping plans for said Project are on file in the Public Works
Department of the City of Carlsbad and are incorporated by reference herein; and
WHEREAS, the Project is exempt from the California Environmental Quality Act {CEQA) per
CEQA Guidelines Section 15162.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
