Executive Summary On January 16, 2018, the City Council directed staff to implement an interim in-house lifeguard program on North Beach from March 1 to October 31, 2018. Council also directed staff to conduct a bid solicitation during that time; seeking proposals from third-party service providers interested in performing contracted lifeguard services on North Beach. In October, Council will have the option to either award a lifeguard service contract to a third-party provider, or authorize an ongoing in-house lifeguard program. The projected budget for the 2Q18 North Beach lifeguard program is $360,000. An appropriation in the amount of $256,718 is requested from Council Contingency to supplement available Fire Department funds in the amount of $103,282. As this funding will only provide lifeguard services through October 2018, additional funding will be required to extend services beyond that date. Discussion Beginning in March 2018, two existing city Fire Department personnel will be assigned to serve as Lead Lifeguards, and will begin program design, training, purchasing of uniforms and equipment, and the hiring of part-time seasonal lifeguards. A one-week (40-hour) training academy will be designed using USLA standards and administered by the Lead Lifeguards. During the 2017 pilot program, lifeguards operated from two sand towers, with the Army and Navy Academy tower serving as a third, headquarters location. A lead lifeguard and relief lifeguard operated from a pickup truck to respond in support of rescues, and to provide coverage during break periods. In 2018, the Lead Lifeguards will conduct public outreach and begin the process of designing, permitting and building two portable lifeguard towers to replace the sand towers. Operations from the pickup truck will be continued. February 13, 2018 Item #3 Page 1 of 4 A budget contingency is included to provide funding for unanticipated program costs, such as: overstaffing for peak summer crowds, special events, and extended emergency operations, and hiring part-time seasonal lifeguards during the off-peak season for high beach attendance days. Fiscal Analysis A total of $360,000 is required to implement the 2018 North Beach lifeguard program. With $103,282 in unspent Fire Department funds available from the 2017 North Beach Lifeguarding and Law Enforcement Pilot Program budget, an additional $256,718 is recommended to be appropriated from Council Contingency to the Fire Department budget for program staffing, equipment, and contingency. Sufficient funds are available in the Council Contingency account to accommodate this request. Estimated Costs Personnel $253,000 Equipment/Uniforms $ 20,000 Lifeguard Academy $ 25,000 Lifeguard Towers $ 10,000 Operating Subtotal $308,000 Operating Contingency $ 52,000 Program Total $360,000 Remaining 2017 Pilot Program Funds ($ 103,282) Funding from Council Contingency $256,718 Next Steps Upon City Council approval, the Administrative Services Director will transfer and appropriate the requested funds to the Fire Department budget, allowing staff to begin preparations for program implementation, with the goal of starting service on March 1, 2018. Staff will return to the City Council in October 2018 to present options to either award a contract to a third- party lifeguard service provider, or to authorize an ongoing in-house lifeguard program. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require further environmental review. City Council Resolution. 2 February 13, 2018 Item #3 Page 2 of 4 RESOLUTION NO. 2018-016 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE 2018 NORTH BEACH LIFEGUARD PROGRAM TO OPERATE FROM MARCH 1 TO OCTOBER 31, 2018, AND APPROPRIATING PROGRAM FUNDS IN AN AMOUNT NOT TO EXCEED $360,000 WHEREAS, on April 11, 2017, the City Council of the City of Carlsbad, California directed staff to conduct a 2017 North Beach Lifeguarding and Law Enforcement Pilot Program; and WHEREAS, on December 12, 2017, staff presented the City Council with an overview and evaluation of the 2017 North Beach Lifeguarding and Law Enforcement Pilot Program, including cost data, statistics and lessons learned; and WHEREAS, on January 16, 2018, the City Council directed staff to implement an interim in-house North Beach lifeguard program on North Beach from March 1 to October 31, 2018, and WHEREAS, on January 16, 2018, the City Council directed staff to conduct a concurrent bid solicitation process seeking proposals to provide contracted lifeguard services on North Beach; and WHEREAS, on January 16, 2018, the City Council directed staff to return to Council in October 2018, to present Council with options to either award a contract to a third-party lifeguard service provider, or authorize an ongoing in-house lifeguard program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Manager is authorized to implement the 2018 interim in-house North Beach lifeguard program on North Beach from March 1 to October 31, 2018. 3. That funds in the amount of $103,282, which were originally appropriated for, but unspent during the 2017 North Beach Lifeguard and Law Enforcement Pilot Program, shall be utilized to partially fund the 2018 North Beach lifeguard program. 4. That the Administrative Services Director is authorized to transfer $256,718 from the City Council contingency account to the Fire Department operating budget for implementation of the 2018 North Beach lifeguard program.
