Executive Summary The Alliance for Regional Solutions is a working collaborative comprised of social service providers and government entities that was formed in 2007. The original intent of the Alliance for Regional Solutions was to develop a winter shelter program for Northern San Diego County to address homeless needs of individuals and families during the winter months. A subcommittee of Alliance members and staff representing each of the North San Diego County cities developed a winter shelter program that has provided shelter and case management services at various sites in Carlsbad, Oceanside, Vista and Escondido. In 2017, based on the shortage of affordable housing and increased need for shelter for the homeless population of North County San Diego, the Alliance for Regional Solutions shelters made the decision to increase their capacity to serve the homeless and now provide year round bridge housing/shelter services. As a result, the Alliance for Regional Solutions is requesting $25,000 from the City of Carlsbad to support the regional bridge housing system serving the homeless populations for all cities located in Northern San Diego County. The Alliance for Regional Solutions has requested financial support from each of the cities to share in the program costs based on resident population. Staff is recommending for the City Council to authorize the appropriation of $25,000 in Housing Trust Funds to support the year round program. The request for funding from the Alliance for Regional Solutions, Attachment A to the resolution, provides a summary of the program. Discussion The shift from temporary shelters to bridge housing represents significant progress for Northern San Diego County in addressing the needs of the homeless populations. Currently three shelters outside of Carlsbad are moving to a year round offering for Northern San Diego County residents. La Posada de Guadalupe, the homeless shelter for men in Carlsbad, has provided year round shelter and for men in Carlsbad for approximately 25 years. Bridge housing provides temporary February 20, 2018 Item #2 Page 1 of 8 housing until permanent housing is available. Continued regional participation aligns with the city's Homeless Response Plan goals towards a stronger community and region. The program has generated widespread interest as a model for how regional cooperation between government and social service providers can address the need for homeless shelters. It is a requirement that each shelter participant not be under the influence of alcohol or other drugs, and that the individuals demonstrate positive progress towards self-sustainability through the duration of their stay. The Regional Bridge Housing System will fund activities such as, but not limited to: • Direct program services • Operational costs • Onsite case managers • Night security staff • Medical assessment staff Fiscal Analysis Currently, the Housing Trust Fund carries a balance of approximately $15.4 million in available funds. If approved, there is no impact to the General Fund. Beginning in FY 2018-2019, staff recommends the annual contribution to the bridge housing system be incorporated as a line item budget to allow for continued seamless assistance. Environmental Evaluation (CEQA) Pursuant to Public Resources Code section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review_. WHEREAS, The Alliance for Regional Solutions was formed to develop a North County Regional Winter Shelter Program through a coordinated effort between local governments and social service providers to address homeless needs during the winter months; and WHEREAS, a subcommittee of Alliance members have worked with staff representing all Northern San Diego County cities to provide winter shelter at four sites in Carlsbad, Oceanside, Vista and Escondido; and WHEREAS, there is a need to shift from solely a winter shelter system to a year round model which provides transitional bridge housing for individuals and families until permanent housing can be achieved (referenced in Attachment A}; and WHEREAS, continued regional participation in the homeless efforts aligns with the goals of the Homeless Response Plan; and WHEREAS, there is sufficient funding in the Housing Trust Fund to appropriate monies to support the North County Regional Bridge Housing System; and WHEREAS, beginning in FY 2018-2019 the annual contribution to the bridge housing system will be incorporated as a line item in the budget; and NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. The Carlsbad City Council hereby authorizes the Administrative Services Director to appropriate, disburse funds, and future funds in the amount of twenty-five thousand dollars ($25,000) from the appropriate budget as a contribution to the North County Regional Bridge Housing System to serve the homeless populations. 3. The Carlsbad City Council authorizes the Housing & Neighborhood Services Director to execute all appropriate documents needed to provide the contribution to the North County Regional Bridge Housing System to serve the homeless populations. With the expansion to meet the pressing needs of homeless individuals and families comes increased costs. Funding covers such expenses as staffing, operational costs, and direct program services. Staffing plans include onsite case managers, night security staff and medical assessment staff that will assist shelter participants. Data will be collected from all participating sites and entered into the Homeless Management Information System for tracking, documentation and evaluation purposes. Evaluators from the Regional Task Force on the Homeless will continue to track the quantitative and qualitative aspects of the system performance and provide both a season end, and quarterly end {applicable specifically to the three year-round emergency shelters) report on impacts.
