Pursuant to Public Resources Code section 21065, this action does not constitute a "project"
within the meaning of CEQA in that it has no potential to cause either a direct physical change
in the environment, or a reasonably foreseeable indirect physical change in the environment,
and therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to scheduled meeting date.

RESOLUTION NO. 2018-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA APPROVING A ONE-TIME STIPEND PAYMENT TO CITY
ATTORNEY CELIA BREWER
Exhibit 1
WHEREAS, the City of Carlsbad wishes to recognize the excellent work of City Attorney
Celia A. Brewer; and
WHEREAS, the City of Carlsbad has authorized a one-time stipend payment to City
Attorney Celia Brewer in the amount of four percent (4%) of her base salary, or, $11,520.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California as follows:
1. That the above recitations are true and correct.
2. Th~ City is authorized to make a one-time stipend payment to City Attorney Celia
Brewer in the amount equivalent to four percent (4%) of her current base salary.
3. The Fiscal Year 2017-2018 impact is $11,520 and will be paid for out of the existing
City Attorney budget in the General Fund.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council on the 27th
day of February, 2018, by the following vote, to wit:
AYES: M. Hall, K. Blackburn, M. Schumacher, M. Packard.
NOES: C. Schumacher.
ABSENT: None.
