Recommended Action
Adopt a Resolution approving the plans and specifications and authorizing the city clerk to
advertise for bids for the La Costa Avenue Storm Drain Replacement Program -Storm Drain
Improvements East of Piraeus Street, Project No. 6602 (Project).
Executive Summary
This Project will install a new storm drain pipeline across La Costa Avenue and upsize existing
drainage infrastructure to prevent ponding of water on the street at a location approximately
600 feet east of the intersection with Piraeus Street. The Project is a component of the La Costa
Avenue Storm Drain Replacement Program which addresses storm drains along the La Costa
Avenue corridor and is funded by the Infrastructure Replacement Fund. The Carlsbad Municipal
Code requires the City Council to adopt plans and specifications for all construction projects
that are to be formally bid when the value exceeds the limits established by the Public Contract
Code including the alternative provisions of the Uniform Public Construction Cost Accounting
Act. The limit is $175,000 and therefore this project is subject to this requirement.
Discussion
The La Costa Storm Drain Replacement Program was established to improve drainage
conditions along the La Costa Avenue corridor. There is a location on East Bound La Costa
Avenue, approximately 600 feet east of the intersection of Piraeus Street, which has historically
experienced surface ponding.
The Project will replace two existing curb inlets with larger structures that will be connected by
an 18 inch reinforced concrete pipe. The new system will convey the storm runoff under the
west and east bound lanes of La Costa Avenue and flow north into Batiquitos Lagoon. In
addition, the new structures will contain trash capture devices to improve the downstream
water quality.

Fiscal Analysis
There are sufficient Infrastructure Replacement Funds available in the La Costa Avenue Storm
Drain Replacement Program to complete the Project. A summary of estimated construction
costs and available funds is shown in the table below:

Next Steps
A Request for Bids to construct the Project will be advertised. Responses will be evaluated and
the lowest responsive and responsible bidder will be identified by city staff. Staff will then
return to City Council with a recommendation to award the contract to the identified bidder.
Environmental Evaluation (CEQA)
The Project is exempt from environmental review per CEQA Guidelines Section 15303(d),
concerning new construction of small structures such as utility extensions and street
improvements, Section 15302(c) concerning replacement or reconstruction of existing utility
systems involving negligible or no expansion of capacity and Section 15304(f) minor trenching
and backfilling where the surface is restored. A Notice of Exemption was filed in the office of
the San Diego County Clerk on Jan. 8, 2018 for a 30 day public review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date. The public will be
notified in advance of the construction activities using multiple media methods such as sign age,
email, website, and other city communication channels. The construction contractor will also be
required to notify the public of construction activities.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE LA COSTA
AVENUE STORM DRAIN REPLACEMENT PROGRAM -STORM DRAIN
IMPROVEMENTS EAST OF PIRAEUS STREET, PROJECT NO. 6602.
EXHIBIT I
WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary,
desirable, and in the public interest to construct the La Costa Avenue Storm Drain Replacement
Program -Storm Drain Improvements East of Piraeus Street, Project No. 6602 (Project); and
WHEREAS, the plans and specifications for the Project are on file in the Public Works
Department of the City of Carlsbad and are incorporated by reference herein; and
WHEREAS, the Project is exempt from CEQA per State CEQA Guidelines Sections 15303(d) (new
construction of small structures, such as utility systems, and street improvements); 15302(c)
(replacement or reconstruction of existing utility systems involving negligible or no expansion of

Program -Storm Drain Improvements East of Piraeus Street, Project No. 6602, are hereby approved.
3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in
accordance with State law, a Notice to Contractors Inviting Bids for the construction of the La Costa
Avenue Storm Drain Replacement Program -Storm Drain Improvements East of Piraeus Street, Project
No. 6602, in accordance with the plans, specifications, and contract documents referred to herein.
