Adopt a Resolution approving the plans and specifications and authorizing the city clerk to advertise for bids for the 2018 Concrete Replacement, Project No. 6013-18 (Project). Executive Summary This Project, which will replace damaged concrete throughout the city, is part of the city's Concrete Repair Program (Program) as included in the Capital Improvement Program (CIP). The Carlsbad Municipal Code requires the City Council to adopt plans and specifications for all construction projects that are to be formally bid when the value exceeds the limits established by the Public Contract Code including the alternative provisions of the Uniform Public Construction Cost Accounting Act. The limit is $175,000 and therefore this project is subject to this requirement. Staff recommends approval of the Project plans and specifications, and authorization to advertise for construction bids for the Project. Discussion As part of the city's annual Program, staff has identified damaged, deteriorated, cracked, and otherwise unusable concrete improvements within the city's right-of-way. A list of locations was produced to identify the concrete sidewalks, curb ramps, driveway approaches, curbs, and gutters in need of replacement. Implementation of these improvements is an example of the city's organizational values of stewardship and excellence. Fiscal Analysis There are sufficient funds available in the Program to complete the Project. The source of funding for the Program is the city's Gas Tax funds. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. Staff will then return to City Council with a recommendation to award the construction contract to the identified bidder. Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) -minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of construction the public will be notified of the construction activities using media methods such as signage, email, website, and other city communication channels. The construction contractor will also be required to notify the public of construction activities via changeable message signs, door hangers, letters to residents, and/or "NO PARKING" signs, as applicable. March 27, 2018 Item #6 Page 2 of 5 RESOLUTION NO. 2018-044 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THE 2018 CONCRETE REPLACEMENT, PROJECT NO. 6013-18. Exhibit 1 WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary, desirable, and in the public interest to replace damaged and unuseable concrete in accordance with the city's Concrete Repair Program; and WHEREAS, the plans and specifications for the 2018 Concrete Replacement, Project No. 6013- 18 (Project), have been prepared and are on file in the Public Works Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, there are sufficient Concrete Repair Program funds available to complete the Project; and WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301(c). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the plans and specifications for the Project are hereby approved. 3. The city clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a notice to contractors inviting bids for the construction of the Project, in accordance with the plans, specifications and contract documents referred to herein.
