Adopt a Resolution authorizing the programming of Road Maintenance and Rehabilitation
Account funds to the Pavement Management Program, Project No. 6001, and the Concrete
Repair Program, Project No. 6013.
Executive Summary
The state of California enacted the Road Repair and Accountability Act of 2017 (SB1) to address
deferred maintenance on the local road system and the state highway system. As a result of
SB1 a new funding source, the Road Maintenance and Rehabilitation Account (RMRA), has been
created and will distribute funds by formula to eligible cities and counties for basic road
maintenance, rehabilitation, and safety projects on the local road system . To receive the RMRA
funds, local agencies are required to adopt a Resolution and submit a project list and
supporting documents to the California Transportation Commission (CTC} on an annual basis.
The Resolution associated with this Staff Report will provide the necessary supporting
documentation for fiscal year (FY) 2018-19.
Discussion
Subsequent to the enactment of SB1, the CTC published a set of procedures that local agencies
are required to follow in order to receive funds from the RMRA. The procedures require local
agencies to adopt a Resolution which identifies the projects that will be funded by the RMRA
funds.
In order to efficiently utilize the RMRA funds, staff is recommending that the funding for the
Pavement Management Program and the Concrete Repair Program be amended. These two
programs include annual construction projects that will utilize this new stream of funding. The
funding that will be displaced by the RMRA funds will now be available for use on other
transportation projects and will be appropriated with the adoption of the FY 2018-19 Capital
Improvement Program (CIP} budget.
Fiscal Analysis
The RMRA is a new source of funding to the city. To comply with the procedures established by
the CTC to receive the funds, a discrete fund account has been established to identify and track
the receipt and expenditure of RMRA funds. The estimated revenue during FY 2018-19 is

$1,900,000. To enable the city to utilize this funding, staff is requesting that the upcoming CIP
budget be programmed to include the appropriation of RMRA funds to the Pavement
Management Program, Project No. 6001, and the Concrete Repair Program, Project No. 6013 in
FY 2018-19.
As a result, in FY 2018-19 the Pavement Management Program will receive an appropriation of
RMRA funds in the amount of $1,860,000. The Concrete Repair Program will receive an
appropriation of RMRA funds of $40,000.
Next Steps
Staff will submit the necessary documents to the CTC, and as a result the city will be qualified to
receive RMRA funds in FY 2018-19.
Environmental Evaluation {CEQA)
Pursuant to Public Resources Code Section 21065 and CEQA Guidelines section 15378(b)(4), the
action of amending the adopted fund allocations included in the FY 2017-18 CIP does not
constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) in
that it creates a government funding mechanism that does not involve any commitment to a
specific project and has no potential to cause either a direct physical change in the
environment, or a reasonably foreseeable indirect physical change in the environment, and
therefore does not require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act and was available for public
viewing and review at least 72 hours prior to the scheduled meeting date.

Pavement Management Program, Project No. 6001
• Description: systematically resurfacing a selection of publicly-maintained streets on an
annual basis.
• Location: various streets throughout the city.
• Schedule for Completion: as a recurring annual program, the schedule for each individual
resurfacing project varies and is dependent on a number of factors.
• Useful Life: slurry seal has a useful life of approximately 5 years, and asphalt concrete
pavement has a useful life of approximately 25 years.
Concrete Repair Program, Project No. 6013
• Description: replacing broken, damaged, or uplifted concrete improvements on an annual
basis.
• Location: various locations throughout the city.
• Schedule for Completion: as a recurring annual program, the schedule for each individual
concrete replacement project varies and is dependent on a number of factors.
• Useful Life: new concrete has a useful life of approximately 50 years.
