Resolution Affirming the 2018 City Council Goals
Recommended Action
Adopt a Resolution of the City Council of the City of Carlsbad, California, affirming the 2018 City
Council Goals, and direct city staff to develop a proposed fiscal year 2018-19 City Council Goals
Work Plan.
Executive Summary
This report presents a resolution for City Council adoption, affirming the 2018 City Council
Goals, as directed at the March 20, 2018 City Council meeting.
Discussion
Each year, prior to the development of the following fiscal year's budget, the City Council meets
to discuss key goals and objectives. This year's goal setting workshop was held on March 20,
2018. Council members, through a facilitated and segmented dialogue, reached majority
agreement on the following five specific, measurable, attainable, relevant and time-specific
(SMART), aspirational and strategic policy goals:
• Work with state legislators and California State Parks to execute a long-term coastline
management agreement by October 2018.
• By April 2019, amend the duties of the Traffic Safety Commission to include advising
the City Council on matters related to implementation of the General Plan Mobility
Element.
• Enhance the health and vitality of the Village and Barrio by obtaining all outside
agency approvals needed to implement a Village and Barrio Master Plan by 2020.
• By 2023, break ground on a new city hall at a site designated for a future civic center
complex.
• By 2023, break ground on lowering the railroad tracks in a trench through the Village
to improve safety, community connectivity, quality of life and economic value.

Council identified three other items for follow-up action, but did not include them in the list of
Council goals. Staff will continue ongoing efforts and provide an update to City Council on the
following items by October 2018:
• Growth management plan update -scope of work & implementation plan
• Smart city initiatives
• Traffic and mobility initiatives -biannual reporting
Next Steps
Upon receiving City Council direction, staff will prepare a detailed Council Goals Work Plan for
FY 2018-19, which will be brought to Council for adoption at the May 2018 workshop.
Fiscal Analysis
No city funding is being requested at this time.
Environmental Evaluation (CEQA)
Pursuant to Public Resources Code Section 21065, this action of adopting City Council goals
does not constitute a "project" within the meaning of the California Environmental Quality Act
(CEQA) in that it has no potential to cause either a direct physical change in the environment, or
a reasonably foreseeable indirect physical change in the environment, and therefore does not
require environmental review.
Public Notification
This item was noticed in accordance with the Ralph M. Brown Act (California Government Code
Section 54950 et seq.), published and distributed at least 72 hours prior to the meeting date
and time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AFFIRMING THE 2018 CITY COUNCIL GOALS
EXHIBIT 1
WHEREAS, the City Council of the City of Carlsbad, California held a goal setting workshop on
March 20, 2018; and
WHEREAS, this year's annual goal setting process focused on identifying specific, measurable,
attainable, relevant and time-specific (SMART), aspirational and strategic policy goals for the City; and
WHEREAS, the City Council identified five 2018 City Council Goals during the March 20, 2018
workshop.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the 2018 City Council Goals are:
• Work with state legislators and California State Parks to execute a long-term
coastline management agreement by October 2018.
• By April 2019, amend the duties of the Traffic Safety Commission to include
advising the City Council on matters related to implementation of the General Plan

Re: Resolution Affirming the 2018 City Council Goals -Supplemental Information
This memorandum is to provide supplemental information related to the April 17, 2018, staff
report and Resolution Affirming the 2018 City Council Goals (Agenda Item 2).
As noted in the staff report, this year's City Council goal setting workshop was held on March
20, 2018. The workshop was facilitated by Julie Dubick of H.G. Consulting Group.
During the workshop, Council memorialized its intent to establish five 2018 City Council Goals
through a series of specific motions and votes. However, at the close of the workshop, Ms.
Dubick requested that Council allow staff a degree of latitude in finalizing the goal language to
be presented in the forthcoming Council Resolution.
As such, minor language modifications were made to each of the goals. However, in preparing
the subject resolution, staff recognized that the railroad trenching goal, as agreed at the goal
setting workshop, was the only one that didn't articulate a time-specific deliverable. As such, in
an effort to gain consistency with the SMART goal construct followed by the other goals, a more
substantive change was made to include a timing element to the proposed goal language.
The project schedule included in the 2017 SAN DAG Carlsbad Village Double Track Railroad
Trench Alternative Economic Analysis and Feasibility Study provided the basis for staff's
recommended timeline (i.e., contract award/ ground breaking in 2023). However, in
considering the subject resolution, Council will need to determine whether the proposed
language is consistent with Council's intent, or not.
The goal language passed by motion at the 2018 goal setting workshop, is presented on the
following page in comparison to the language included in the subject resolution.
