Recommended Action Adopt a Resolution accepting bids and awarding a contract to American Asphalt South for an amount not to exceed $44,270 for the construction of the Carlsbad Boulevard and Beech Avenue Restriping Project, Project No. 6079, and appropriating funds from the Parking In-Lieu Fund in the amount of $55,000, and introduce an ordinance amending Carlsbad Municipal Code Section 10.40.080 to establish angle parking on Beech Avenue. Executive Summary On Sept. 12, 2017, City Council adopted Resolution No. 2017-180 approving the plans and specifications and authorizing advertising of the Carlsbad Boulevard and Beech Avenue Restriping Project, Project No. 6079 (Project), for construction bids. The documents were posted on the city's website to solicit bids. Bids were opened on Jan. 23, 2018, and the lowest responsive and responsible bidder was American Asphalt South with a bid in the amount of $44,270. Staff recommends award of the contract to American Asphalt South for the construction of the Project. The Project proposes to implement restriping along Carlsbad Boulevard from Mountain View Drive to Beech Avenue to improve traffic operations, facilitate the addition of parallel parking spaces on Carlsbad Boulevard, and restripe Beech Avenue east of Carlsbad Boulevard to facilitate the addition of reverse angle parking on the north side of Beech Avenue between Carlsbad Boulevard and Washington Street. In conjunction with the construction, and as required by California Vehicle Code Section 22503, Carlsbad Municipal Code Section 10.40.080 will be updated to include reverse angle parking on Beech Avenue between Carlsbad Boulevard and Washington Street. City Council approval is needed for the ordinance to amend the Carlsbad Municipal Code and for the appropriation of Parking-in-Lieu Funds. May 8, 2018 Item #7 Page 1 of 11 Discussion Parking availability in the downtown village and beach areas of Carlsbad is a high priority and staff has been investigating ways to maximize on-street parking where feasible. The Project will result in additional parking spaces along both Carlsbad Boulevard and Beech Avenue in the vicinity of shopping, restaurants, the Army and Navy sports field, Magee Park, and the north beach area. Carlsbad Boulevard between Beech Avenue and Mountain View Drive will be slurry sealed and restriped to provide 35 additional parallel parking spaces. Beech Avenue will be restriped to include reverse angle parking along the northerly curbline resulting in four additional parking spaces. The Project will result in the addition of 39 parking spaces. The Project directly advances the following values identified in the Carlsbad Community Vision: \ • Small town feel, beach community character and connectedness • Access to recreation and active, healthy lifestyles • Walking, biking, public transportation and connectivity • Neighborhood revitalization, community design and livability On Jan. 23, 2018, three sealed bids were received for the construction of the Project, as shown on the following table: CONTRACTOR TOTAL BID American Asphalt South $44,270 All American Asphalt $51,466 Roy Allan Slurry Seal $57,812 Staff has completed its review of the contract documents and determined that American Asphalt South is the lowest responsive and responsible bidder. The contractor's bid is responsive as it meets the requirements of the bidding documents. The bidder is also deemed responsible as they submitted a list of similar projects to show their capability and qualification to perform the specified work. Fiscal Analysis There are sufficient General Capital Construction funds of $200,000 currently appropriated in the Roadway Improvements, Coastal Area, Analysis and Implementation Program, Project No. 6079 to complete the Project. However, given the goal of the Project to construct additional parking spaces staff is recommending the approval of an appropriation from the city's Parking- in-Lieu Fund to finance the construction of the Project which creates 39 additional parking spaces. Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15301(c) -minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. During development of the Project, staff reached out to the property owners adjacent to the Project site, including the Army and Navy Academy and other businesses. There will also be public notification in conjunction with construction activities. Signage will be installed on Beech Avenue to educate drivers of proper parking techniques, and an instructional video will be posted on the city's website and promoted. Exhibits 1. That the administrative services director is authorized to appropriate funds in the amount of $55,000 to the Project from the Parking In-Lieu Fund. 3. That the low bid of $44,270 submitted by American Asphalt South for the construction of the Project is accepted and the mayor is hereby authorized to execute a contract for the Project. The City of Carlsbad has approximately $513,746 available for allocation to eligible CDBG projects. The City of Carlsbad is committed to using CDBG funds to finance projects/services that provide direct benefit to lower income residents. To develop a CDBG program that meets the needs of the low and moderate-income population, the City of Carlsbad requests assistance from members of the community. Citizen participation is critical to the success of the Carlsbad CDBG program. Therefore, the city invites all community members to consider the needs of lower income persons within Carlsbad, to attend the public meetings, and to provide comments on the housing and community development needs of lower-income persons as part of the development of a 2018-2019 annual Action Plan for the program.
