Executive Summary Commissioner Roy Meenes resigned his position on March 19, 2018, leaving an unexpired term to be filled through August 2020. Commissioner Meenes was initially appointed in August 2012 to fill the expired term of Commissioner Cooper. The City Clerk's office received applications from the following residents wishing to serve on the Parks & Recreation Commission (Exhibit 2): • Amy Livingston • William Deering • Brian Colby • Eileen Turk • James Burke • Joan Hampton Discussion Government Code Section §54970-54974, known as the Maddy Act, requires that on or before December 31 of each year the legislative body shall prepare a Local Appointments List which contains the appointive terms of Board and Commission members which will expire in the next calendar year. The name of the incumbent appointee and the date of appointment and the term expiration date is also included on the list. Based on the prepared list, the City Clerk's office accepts applications (available on the City's website and in the City Clerk's office) for any upcoming vacancies. Carlsbad Municipal Code Chapter 2.36 states that the Parks & Recreation Commission shall consist of seven members, appointed by the Mayor with the approval of the City Council. Other members of the Parks & Recreation Commission are: Michael Luna, Jengi Martinez, Matt Simons, Jodi Rudick Stein, Brad Thorp and Ron Withal!. Members of the Parks & Recreation Commission are subject to the provisions of the Political Reform Act, and must file a Statement of Economic Interests. Fiscal Analysis None. Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Exhibits 1. In addition to this, the ability to think on issues from all viewpoints in an objective manner. Current HOA Board member and past President has provided me with meeting knowledge and protocol. Working with my community has strengthened my interpersonal and relationship building skills -most important the ability to. really listen to people. Lifetime gardener, plus I have worked closely with our Landscape team in the association, setting schedules for annual plantings, tree trimming, mulching, etc. Homeowner who has maintained, successfully remodeled, re-landscaped and also cared for a pool. Thirty year Carlsbad resident and parent with ingrained knowledge of the likes and dislikes of the Carlsbad community. Volunteered in Carlsbad schools in many capacities over the years two children attended grades 1-12. Have attended numerous City Council and Parks and Recreation meetings. As a board member responsible for the safety and security of my community, I am currently working on the step by step process of obtaining permits, engineering reports and proposals to re-build a failing retaining wall.
