As part of this Project, staff is proposing striping changes along La Costa Avenue that will expand the implementation of a "road diet" between El Camino Real and Rancho Santa Fe Road. The new striping will expand the road diet to all the segments along La Costa Avenue that have residential driveway access directly onto La Costa Avenue by reducing the number of lanes in each direction from two lanes to one lane. This will facilitate the installation of new and buffered bike lanes, improved safety and reduced vehicular speed along all segments of La Costa Avenue with residential driveways. The Mobility Element Implementing Policy 3-P.15, states that" ... The City Council shall have the sole discretion to approve any such road diet or vehicle traffic calming improvements that would reduce the vehicle capacity to or below a LOS D,". In support of the proposed changes, an operational analysis of the striping changes was conducted to evaluate the vehicular levels of service (LOS) along La Costa Avenue. The LOS is a qualitative assessment of factors such as traffic volume, roadway geometrics, speed, delay and maneuverability, ranging from LOS A to LOS F. An LOS A represents free flow traffic, characterized by enhanced mobility and the absence of traffic congestion. An LOS F indicates overcapacity operation, marked by a loss in mobility, increased traffic congestion and delays for roadway users. Four intersections and four representative roadway segments were analyzed and are shown on the following tables. Intersection Level of Service Analysis In accordance with the Carlsbad Growth Management Plan and SANTEC/ITE guidelines, the intersections were analyzed using the Highway Capacity Manual (HCM) methodology. Synchro 10.0 computer software was used with new traffic counts to calculate delay (in seconds). The intersection LOS is summarized below in Table 1 and shows that the intersection LOS will remain at LOS C or better after the proposed striping changes. The analysis shows that the mid-block LOS will remain at A after the proposed striping changes. Implementation of these maintenance activities and the added benefits mentioned above are examples of the city's organizational values of innovation and stewardship, and community values of walking, biking, public transportation and connectivity. Fiscal Analysis There are sufficient funds available to complete the Project. Funding for the Program consists of non-jurisdictional fees (generated from trash haulers), Gas Tax Funds, and TransNet-Local Funds available for drawdown from SAN DAG. Remaining Program funds will be used on future pavement rehabilitation and resurfacing projects. Responses will be evaluated and the lowest responsive and responsible bidder will be identified by city staff. Staff will then return to City Council with a recommendation to award the contract to the identified bidder. The typical time from authorization to bid to the execution of the construction contract is four to six months and the construction contract for this Project provides for three months to construct the Project improvements. Environmental Evaluation (CEQA) The Project is exempt from the California Environmental Quality Act {CEQA) per State CEQA Guidelines Section 15301{c) -minor alteration of existing facilities including streets, sidewalks, gutters, and similar facilities involving negligible or no expansion. Public Notification This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. Prior to the start of construction, the public will be notified of the construction activities using media methods such as signage, email, website, and other city communication channels. The construction contractor will also be required to notify the public of construction activities via changeable message signs, door hangers, letters to residents, and/or "NO PARKING" signs, as applicable. Exhibit 1 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to resurface city streets in accordance with the city's ongoing Pavement Management Program; and WHEREAS, staff recommends the expansion of the implementation of the La Costa Avenue road diet between El Camino Real and Rancho Santa Fe Road as part of the project; and WHEREAS, the vehicular Level of Service (LOS) analysis concludes that the expansion of the implementation of the La Costa Avenue road diet between El Camino Real and Rancho Santa Fe Road will not reduce the LOS to or below LOS D; and WHEREAS, the plans, specifications and contract documents for the 2018 Pavement Overlay, Project No. 6001-18OL (Project), have been prepared and are on file in the Public Works Department of the City of Carlsbad and are incorporated herein by reference; and WHEREAS, there are sufficient Pavement Management Program funds available to complete the Project; and WHEREAS, the Project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines Section 15301(c). follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as 1.
